While many midsized businesses have invested in technology to support business operations, most have not realized the potential value of using technology to collaborate cross-departmentally. There is a lack of knowledge concerning strategies for using technology to facilitate effective organizational communications, which has resulted in operating technology investments being made without corresponding investments in communication technologies. After the events of September 11, 2001, inadequacies in how government organizations and agencies shared knowledge and communication with defense mission partners became readily apparent. A reasonable U.S. government information technology expectation is the integrated use of mobile phones across organizations and agencies. The general problem addressed in this study was Arab League nations' over-reliance on fossil fuels as a gross domestic product (GDP) growth driver. Arab League nations that depend primarily on fossil fuel production lack alternative resources for growth in times of fossil fuel usage or price decline. Overdependence on fossil fuels has led to minimal development in other economic sectors, primarily in skilled domestic labor, and to a high dependency on foreign skilled labor for skilled domestic jobs. In the past decade, weather disasters have claimed thousands of lives and resulted in billions of dollars in damages. Awareness of a storm threats can occur hours or days in advance, but disaster assessments indicate many people do not heed storm warnings. This problem is old. Despite 50 years of research, and new technologies and training to improve responsiveness, the basic issue– understanding how people interpret and respond to weather warnings–persists. An exploratory study that incorporated human behavior theories and communication models not traditionally associated with severe weather analysis was conducted to learn how weather risks are perceived by nonscientists. …
