Technological advances have changed the way information is accessed, retrieved, and utilized. The Internet has contributed to greater accessibility of scientific and technical information (STI), particularly in the arena of technical report literature. Technical reports, which communicate the results of research and development activities, are significant indicators of scientific trends because they often represent public and governmental interest in emerging fields of study. As research teams have grown larger, authorship lists of resulting publications have become longer. Organizations and journals have issued statements about ethical authorship, nature of contribution, and author responsibility, but author order is less frequently addressed. Unless the contribution of a co-author is specified, readers make their own assumptions about author contributions because practices on author order in the byline vary by discipline, journal, editor, publisher, scientific society, institution, country, and the authors themselves. This “country study” analyzes substantial samples of research papers by Brazilian authors drawn from two global databases. The approach and the findings may each be of interest. Our approach is to examine R&D outputs through bibliometrics (to identify key authors, institutions, journals, etc) and text mining with taxonomy generation (to identify pervasive research thrusts). We extend prior country studies by providing for interactive data access and exploring military-relevant R&D information. The resulting publication activity profiles provide insight on Brazilian R&D strengths and investment strategies, and help identify opportunities for collaboration. The authors tested the proposition that the ubiquity of HeinOnline in law libraries would alter law review citation patterns. Has HeinOnline’s provision of the full runs of law reviews in full text led to more citations to older materials? This article reports the results of the study they undertook to test this theory.
