In this paper, the connotation of space-time reference and its relationship with space activities are described comprehensively. Time system, celestial reference frame, planetary ephemeris and pulsar timing are outlined. The gap between China and abroad development on space-time reference and its causes are analyzed. The corresponding author's responsibility is to complete the corresponding of the paper, and its improper signature is manifested as inappropriate labeling, infringement of other authors' right of authorship, and failure to fulfill the corresponding author's obligation. Good design of corresponding author system can effectively prevent academic misconduct such as improper signature, but the existing corresponding author system is not competent. Since mid-1990s, Germany has developed the UNESCO's Man and the Biosphere Programme (MAB) together with its biosphere reserves into a pathway of enhancing the nation's role in global governance.
