Can Preference Policies Advance Racial Justice?, Amie Thurber, Lisa Bates, Susan Halverson

School of Social Work Faculty Publications and Presentations

Mitigating the harms of gentrification to communities of color is a pressing challenge. One promising approach is preference policies that enable long-term residents to remain in or return to gentrifying neighborhoods. This mixed-methods study evaluates the City of Portland’s “Preference Policy,” which provides targeted affordable rental housing to residents displaced from a historically Black neighborhood. This paper draws on survey, interview, and focus group data to explore resident motivations, changes to well-being, and recommendations for improving the policy. Findings suggest preference policies can enhance well-being, and underscore the need for comprehensive strategies to advance racial justice in gentrifying neighborhoods.

Background: Whether it is by creating the conditions that lead to maximizing human capital or the outcomes of productivity, increased performance and work ethic (Karatepe & Olugbade, 2016; Zhong et al., 2015), employee engagement has consistently been linked to workforce development. However, this past year we saw this relationship challenged due to the global pandemic of COVID-19. Exploring How Gentrification-Related Effects Impact The Health Of Older Black Adults, Ann Wachana, Holly Hinson

Black adults living in gentrifying neighborhoods experience cultural incongruence with new, often younger, high SES and White residents. In addition, older Black adults are losing deep ties to their neighborhood. This is a major loss to their social network and their sense of belonging within their own neighborhoods. Disruption of long-standing social ties can cause changes in mental health and raises concerns about gentrification’s potentially disruptive impact on cognitive health and the brain aging process. This paper examines race and gender inequities in healthcare as it pertains to the unequal presentation of descriptors of illness in medical textbooks. The author adopts a womanist perspective to criticize the use of the white male body as the standard for all patients, which causes signs and symptoms in women and people of color to be dismissed as less important. The murder of George Floyd sparked reinvigorated racial justice uprisings across the United States, coinciding with quarantine, pandemic, and mass unemployment, and in some places across the country, starting a fire of social unrest. Portland, Oregon received national attention for the protest efforts and mutual aid carried out by the community, while being met with brutality and violence at the hands of police. The COVID-19 pandemic and global calls for racial justice surfaced tremendous inequities and revitalized the debate about schooling and its purpose. NYC Parents Speak Out is a public engagement project, based on an interactive survey and interviews that records and reflects NYC family educational experiences during the unprecedented school year of 2020-2021. Public green spaces, their use, and their accessibility are all crucial indicators of the state of life in urban areas. These spaces can signify the socioeconomic wellbeing of neighborhoods and cities, and often reflect trends accordingly; in one such case, Rehling et al. found in a study in German urban areas that those living at lower socioeconomic levels are often farther from green spaces than those at higher ones.[1] Perhaps unsurprisingly, access to these spaces is also often an indicator of personal physical health. Are We Giving Them A Fair Chance? Racial Stereotypes And The Juvenile Justice System, Cali Bloem

Prior research indicates that there are racial disparities throughout the criminal justice system, including the juvenile justice system, and that decision-makers may use stereotypes when determining guilt and deciding on sentences for juveniles. We used a mock juror study design in which participants were randomly assigned to read one of four trial summaries of an assault committed by either a White juvenile or Latinx juvenile, with the victim being a White juvenile or Latinx juvenile. The participants were asked to provide a verdict and sentencing decision and explain why they chose the sentence that they did. They were also tasked …
