Publishing Partnership: Facilitating Open Access Through Libraries Collaboration With Clinical Departments, Jessica Petrey, Sarah Frankel, Rachel Howard

Medical Institutional Repositories in Libraries (MIRL)

When the University of Louisville Libraries launched the ThinkIR institutional repository on the bepress Digital Commons platform in 2015, we anticipated offering open access journal publishing several years in the future. However, the Division of Infectious Diseases’ eagerness to find a venue to facilitate the equitable movement of research and information into the larger global community resulted in a partnership beginning in 2016 to publish two open access journals on the platform, which then served as a model for other health sciences journals, including one from the Emergency Medicine Department. The benefits, including the opportunity to provide free open access …

Read & Let Read: An Alternative To The Transformative Agreement, Arthur Boston Nov 2021

Read & Let Read: An Alternative To The Transformative Agreement, Arthur Boston

Faculty & Staff Research and Creative Activity

In March 2021, the University of California and Elsevier announced a new transformative deal which included slightly-discounted article processing fees as UC's route to open access in Elsevier journals. Librarians and researchers expressed immediate concern that this deal upheld inequities in the research system. The UC/Elsevier transformative deal, however, is just one of many that include expensive pay-to-publish structures. This commentary proposes an alternative contract between libraries and publishers that would enable wider reading and lower costs, called Read & Let Read. The three main points of a Read & Let Read deal include a half-dollar valuation of individual journal …

Open Access Publishing In Kenya: The Challenges And Successes Of Transitioning To Transformative Agreements, And Opportunities For These Agreements To Continue Benefiting Kenyan Researchers., Arnold Mwanzu

Libraries

The Kenya Libraries and Information Services Consortium (KLISC) has been at the forefront of championing and spearheading Open Access initiatives in Kenya. The National consortium — which boasts over 130 member institutions through a combination of university libraries, research institutions, and public/national libraries — was established in 2003 with an aim of collective subscriptions to electronic resources to cope with the increasingly unsustainable cost of information resources. All members pay a certain amount of money every year towards the acquisition of electronic journals and eBooks, depending on and guided by their FTE’s. This means that institutions with lower FTE’s get …

Library Philosophy and Practice (e-journal)

Open access plays a significant role in expanding access by enabling scholars more equitable participation in research and development activities globally. However, little is known about researchers’ awareness and adoption of open access at the University of Zambia. To address this gap, this study investigated open access scholarly communication practices at Zambia’s premier University. Using a survey research design, data were collected from a sample of 67 participants via an online questionnaire. Findings showed that though all (67) of the respondents were aware of open access and were upbeat towards this new form of scholarly communication, 79.1% had used OA …

Databases A To Free: Open Access Databases' Presence On The Databases A To Z Page, Vickie Montigaud-Green, Taylor Baugher

Presentations

Starting with the premise that most academic libraries have a Libguides Database A-Z, our poster explains the metacognitive exercise in evaluating our Database A-Z list and adding open-source/ government databases. We realized that after graduation, our students would no longer have access to expensive journals and databases; and, our goal was to provide students with free academic standard options that they would continue to use in their post-graduation lives.

Revamping The Scholarly Publishing Landscape: A Case For Open Access, Dimple Patel Dr., Sneha Tripathi Dr.

Library Philosophy and Practice (e-journal)

The for-profit publishing industry has taken over the reins of the scholarly publishing landscape which was primarily meant for the academicians and by the academicians. The developments in information communication and technology facilitated open publishing, open sharing and open access, the researchers, however, still prefer for closed access journals, which survive mostly on the metrics developed and promoted by the for-profit publishing industry for their reputation. Also, in the contemporary academe, the merit of the researchers is determined largely by the number of their publications and by the fact that these are published by the purportedly reputed publishers who predominantly …

University Libraries As Active Agents For Change. The Bitviews Project: How University Librarians Can Turn All Journals Green And Clear The Path To Open Science, Manifredi M.A. La Manna

Proceedings of the IATUL Conferences

There can be no open science without Open Access (OA). This paper is a call to arms to individual University librarians to make a decisive move towards open access. The short-term objective of OA is defined as the immediate, cost-free, online access to the content of all peer reviewed scientific, medical, and scholarly articles. This amounts to unrestricted access to the author’s approved manuscripts (AAMs) deposited in institutional and other repositories. Even in the current academic publishing ecosystem, largely directed and managed by a few oligopolistic commercial publishers, 80% of peer reviewed articles can be deposited as AAMs, but only …

Open access is the free, immediate, online availability of research articles coupled with the rights to use these articles fully in the digital environment. Institutional open access policies serve as a pledge by institutional authors to make their works open access in a repository to ensure that anyone can access and use their research—to turn ideas into industries and breakthroughs into better lives. Librarians that support policy implementation connect readers from far and wide to research—getting to the heart of what an academic library should be. Often trained in providing faculty guidance and familiar with scholarly publishing, librarians are well …

No Publication Favelas! Latin America's Vision For Open Access, Monica Berger Apr 2021

No Publication Favelas! Latin America's Vision For Open Access, Monica Berger

Publications and Research

Open access was intended to be the great equalizer but its promise has not come to fruition in many lower-income countries of the Global South. Under-resourcing is only one of the many reasons why these scholars and publishers are marginalized. In order to examine inequality in our global scholarly communications system, we can compare a negative and a positive outgrowth of this imbalance. Predatory publishing represents a a weak imitation of traditional, commercial journal publishing. In contrast, Latin America’s community-based, quality scholarly infrastructure is anti-colonial. It can be argued that Latin America’s publishing infrastructure represents one solution to predatory publishing. …

Conducting literature review on open access (OA) institutional digital repositories (IDRs) is a challenging task as it is a new concept and started to develop rapidly throughout the world. The paper aims to place the current investigation within the existing scholarly research literature regarding some key policy issues. There are so many barriers in developing IDR specially developing different policies such as preservation policy, interoperability policy, and metadata policy as all are related to technical matter. All these issues need to to be properly formulated for smooth functioning of any IDR system. Here, the following three policy issues viz. a …

Building And Using Digital Libraries For Etds, Edward A. Fox Mar 2021

Building And Using Digital Libraries For Etds, Edward A. Fox

The Journal of Electronic Theses and Dissertations

Despite the high value of electronic theses and dissertations (ETDs), the global collection has seen limited use. To extend such use, a new approach to building digital libraries (DLs) is needed. Fortunately, recent decades have seen that a vast amount of “gray literature” has become available through a diverse set of institutional repositories as well as regional and national libraries and archives. Most of the works in those collections include ETDs and are often freely available in keeping with the open-access movement, but such access is limited by the services of supporting information systems. As explained through a set of …

Demystifying The Scholarly Publishing Landscape, Eleta Exline, Emily Poworoznek, Patricia Condon

University Library Scholarship

The scholarly publishing landscape has grown exponentially in size, scope and complexity within the last decade. Since the number and type of publishing outlets have exploded, researchers now need to consider practical and ethical issues such as predatory journals, open access, preprints, publishing data and sponsor obligations when making publication decisions. Further, these issues may be compounded by interdisciplinary research collaborations. Presenters will provide an overview of the contemporary scholarly publishing landscape and the different components. They will also help researchers identify key questions to ask during different stages of the research process, highlight differences that may bear on interdisciplinary …

Is “Just Googling It” Good Enough For First-Year Students?, Maureen Richards Mar 2021

Is “Just Googling It” Good Enough For First-Year Students?, Maureen Richards

Publications and Research

This study analyzes citations by first-year students to determine what content they were citing and whether it was available through the open web or the library. Examining the role of these two places as content providers for academic work fills a gap in the literature. Most of the cited works were available through the library and the open web. As the line between content providers continues to blur, these results can help academic libraries prioritize what to teach students about information literacy, where to focus collection development efforts and how to promote the discovery of library resources.

Bibliodiversity At The Centre: Decolonizing Open Access, Monica Berger Mar 2021

Bibliodiversity At The Centre: Decolonizing Open Access, Monica Berger

Publications and Research

The promise of open access for the global South has not been fully met. Publishing is dominated by Northern publishers who disadvantage Southern authors through platform capitalism and open access models requiring article processing charges to publish. The South can reclaim and decolonize open access, nurturing scholarly communities, by employing bibliodiversity, a sustainable, anticolonial ethos and practice developed in Latin America. Self-determination and locality are at the core of bibliodiversity which rejects the domination of international, English-language journal publishing. As articulated by the Jussieu Call, varied scholarly community-based, non-profit, and sustainable models for open access are integral to bibliodiversity as …

Open Access And Academic Freedom: Teasing Out Some Important Nuances, Rick Anderson Jan 2021

Open Access And Academic Freedom: Teasing Out Some Important Nuances, Rick Anderson

Faculty Publications

Discussion of the ways in which Open Access (OA) and academic freedom interact is fraught for a number of reasons, not least of which is the unwillingness of some participants in the discussion to acknowledge that OA might have any implications for academic freedom at all. Thus, any treatment of such implications must begin with foundational questions. Most basic among them are: first, what do we mean when we say ‘open access’; second, what do we mean when we say ‘academic freedom’? The answers to these questions are not as obvious as one might expect (or hope), but when they …
