Moving Beyond The State: An Imperative For Genocide Prediction, Hollie Nyseth Brehm

Genocide Studies and Prevention: An International Journal

Studies of the onset of genocide and accompanying early warning and forecasting efforts have focused almost exclusively on states. This article suggests that genocide prediction must move beyond a purely state-centric approach. Specifically, I suggest three major avenues that will refine and complement existing research and related prediction efforts. These include 1) theorizing and analyzing non-state actors who commit genocide, 2) engaging in conflict-centered approaches, and 3) addressing the onset and triggers of genocide within subnational spaces. I conclude with a discussion of how these three avenues can be pursued simultaneously to inform more robust genocide prevention endeavors.

Discussions surrounding the sources of power and authority that govern the social world have taken place since ancient times. Finally, in the latter half of the twentieth century, it appeared that this debate had been decisively resolved in favour of the view that governance was the preserve of governments. Background

Optimism, or positive expectations about the future, is associated with better health. It is commonly assessed as a trait, but it may change over time and circumstance. Accordingly, we developed a measure of state optimism.

Methods

An initial 29-item pool was generated based on literature reviews and expert consultations. It was administered to three samples: sample 1 was a general healthy population (n = 136), sample 2 was people with cardiac disease (n = 96), and sample 3 was persons recovering from problematic substance use (n = 265). In 2019, the State of New Jersey sought an evaluation of its Urban Enterprise Zone (UEZ) Program to determine the program’s economic impact and make recommendations for the program’s future. The John S. Watson Institute of Public Policy of Thomas Edison State University joined with PEL Analytics and Anderson Economic Group to produce the following study. The main recommendation of this analysis is to retain the UEZ Program while instituting various changes to make it stronger. Nongovernmental organizations (NGOs) and the state contribute considerably to the unique state of Caribbean politics, yet their relationship is turbulent which prevents effective policymaking. Specifically, the problem this study addressed is the turbulent relationship between NGOs and the state in Trinidad and Tobago from a postinternational framework. The purpose of this research was to provide an explanation of the NGO-€state relationship through the postinternational concepts of turbulence and distant proximities. Data for this study were acquired through open-€ended surveys from 22 leaders of NGOs and publicly available documentation pertaining to the relationship between government and NGOs.
