Executive Summary

The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS (map) products.

Abstract

This report presents the results of the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire) vegetation monitoring at Wind Cave National Park (WICA) in 2019. This was the ninth year of combined monitoring efforts.

Crew members from NGPN visited 18 long-term monitoring plots to collect data representing the plant communities at WICA. The NGPFire program collected pre- and post-burn data from an additional 37 plant community and forest structure monitoring plots. This paper describes money laundering techniques used by different criminal organizations operating in the U.S. sex market. Prior to this study, scholars have not investigated money laundering techniques used in the U.S. sex market in a comprehensive manner. This paper describes and categorizes methods used for money laundering. It discusses the similarities and differences in money laundering techniques in the U.S. sex markets. Current challenges to combating money laundering are reviewed and recommendations are made to strengthen the ongoing fight against money laundering in the U.S. sex markets.

New estimates from the 2019 Elder Index^TM suggest that half of older adults living alone, and 23% of older adults living in two-elder households, lack the financial resources required to pay for basic needs. The Gerontology Institute compares the 2019 household incomes for adults age 65 and above living in one- and two-person households to the 2019 Elder Index for each state and Washington, DC to calculate Elder Economic Insecurity Rates (EEIRs), the percentage of independent older adults age 65 or older living in households with annual incomes that do not support economic security. This poses a significant, immediate threat to coastal or riverine urban areas and the tangible cultural heritage (e.g. artifacts, buildings, monuments, archaeological sites) that makes them unique. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

Executive Summary

The Heartland Inventory and Monitoring Network has sampled permanent monitoring sites in three vegetation community types (restored prairie, successional forest, and bur oak forest) at Homestead National Monument of America since 1998 (includes nine sample years). Network scientists record each species, aerial cover estimates of ground flora, diameter at breast height of midstory and overstory trees, and tree regeneration frequency (tree seedlings and saplings) within these permanent sites.

The park has experienced similar periods of drought and wetness through the monitoring record. Ground cover estimates indicate that prairie litter and bare ground are negatively related; prescribed fire cycles …

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. The Trump administration has recently established a rule that will prohibit abortion services providers from receiving Title X funds for the non-abortion family planning services they provide. Little public opinion research has focused on family planning and reproductive health topics outside of abortion. I find statistically significant experimental evidence that increasing perceptions of local need for a local reproductive health clinic caused subjects to be more supportive of federal reproductive health funding for local clinics. I did not find statistically significant correlational evidence that objective measures of poor reproductive health at the county level influence public opinion on federal reproductive …

Firearm-related incidents are often highly publicized tragedies that fuel unproductive political debates on gun policies at the local, state, and national levels. Current best practices in safe gun storage suggest that caregivers can protect their children from injury or death from an accidental gun discharge by keeping guns unloaded, locked up, and stored separately from their ammunition (Crifasi, Doucette, McGinty, Webster, & Barry, 2018). This paper, part of a festschrift in honor of Professor Malcolm Feeley, explores the landscape of e-cigarette policy globally by looking at three jurisdictions that have taken starkly different approaches to regulating e-cigarettes—the US, Japan, and China. Each of those countries has a robust tobacco industry, government agencies entrusted with protecting public health, an active and sophisticated scientific and medical community, and a regulatory structure for managing new pharmaceutical, tobacco, and consumer products. The manner in which political institutions convey their policy outcomes can have important implications for how the public views institutions' policy decisions. This paper explores whether the way in which the U.S. Supreme Court communicates its policy decrees affects how favorably members of the public assess its decisions. Specifically, we investigate whether attributing a decision to the nation's High Court or to an individual justice influences the public's agreement with the Court's rulings. Using an experimental design, we find that when a Supreme Court outcome is ascribed to the institution as a whole, rather than to a particular justice, people …

The United States has a long history of domestic terrorism, yet U.S. counterterrorism policy has focused almost completely on the threat from international terrorism. The gap in the literature was the absence of an empirical evaluation of U.S. counterterrorism policy on domestic terrorism in general. The purpose of this quantitative study was to describe the impact of 21st century U.S. counterterrorism policy on incidence, lethality, and cost of domestic terrorism using data from the Global Terrorism Database. Asylum seekers in the U.S. have faced a plethora of impediments leading to some of them abandoning their applications, which may deny them their rights under the United Nations convention on refugees. Despite the abundance of literature on the plight of these persons, no study has examined the lived experiences of asylum seekers in the U.S. from the time they apply for asylum to the time their applications are adjudicated.
