Parks, Recreation, And Opportunities: A Case Study Of East Bay Regional Park District's Climate Change Mitigation And Adaptation Strategies, Brett Walsh

In the face of a global climate emergency, community parks & recreation and land management agencies are beginning to adopt a critical role in the fight against climate change. This study gathered information on efforts around the world and created a case study guide to examine the climate change mitigation and adaptation strategies of East Bay Regional Park District in the San Francisco Bay Area of California in the United States. The study was conducted in hopes of shedding light on how small agencies can be proactive and contribute to larger efforts, creating greater regional impacts.

The Pennsylvania Department of Environmental Protection (DEP) defines an environmental justice area as any census tract that partially or wholly includes a 30 percent or greater minority population or 20 percent or more of a population living in poverty. However, little is known about how the average Pennsylvanian defines environmental justice, hindering our ability to determine whether the current definition is adequate. In Ontario, a strategy of privatization for physical cannabis stores was implemented by the provincial government. As states have increased their commitment to early childhood education over the past two decades, a debate on the efficacy of state-sponsored universal preschool has divided policymakers, administrators, and taxpayers. Background: The Affordable Care Act (ACA) increased access to women’s health care by expanding Medicaid eligibility and requiring that insurance plans cover many gynecologic preventive services at no cost to patients. Before implementation of the ACA, pregnant women with low incomes qualified for Medicaid but childless adults of the same income did not, and though prenatal obstetrical visits were covered by plans at no or low cost to patients, most gynecologic services required out of pocket payments.

This project investigates different types of leadership strategies employed by African individuals in Maine that advance community objectives. When African immigrant leaders are empowered to affect public policy, they re-frame traditional conceptions of aid-dependency and vulnerability commonly applied to African immigrants in media and popular culture. This study sought to determine the Medicare and Medicaid costs experienced by dual eligible older adults in Maine for whom Maine Adult Protective Services (APS) substantiated allegations of elder financial exploitation and to compare them to those of Maine’s general older population. The analysis is an important step forward in estimating the medical costs associated with elder abuse.

Elder financial exploitation may result in significant public burden on Medicare and Medicaid, shouldered by taxpayers. Efforts to detect, investigate, prosecute, and mitigate this abuse will benefit not only the victims, but also the financial stewardship of these public programs.

The manner in which political institutions convey their policy outcomes can have important implications for how the public views institutions' policy decisions. This paper explores whether the way in which the U.S. Supreme Court communicates its policy decrees affects how favorably members of the public assess its decisions. Specifically, we investigate whether attributing a decision to the nation's High Court or to an individual justice influences the public's agreement with the Court's rulings. Although current crime control measures (based on the broken windows theory) have identified a perceived link between disorders (i.e., panhandling) and crime, previous attempts to ban panhandling were deemed unconstitutional. On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.
