In the face of a global climate emergency, community parks & recreation and land management agencies are beginning to adopt a critical role in the fight against climate change. This study gathered information on efforts around the world and created a case study guide to examine the climate change mitigation and adaptation strategies of East Bay Regional Park District in the San Francisco Bay Area of California in the United States. The study was conducted in hopes of shedding light on how small agencies can be proactive and contribute to larger efforts, creating greater regional impacts.

This polemical essay explores the meaning and function of the concept of neoliberalism, focusing on the serious theoretical and political limitations of the concept. The crux of the argument is that, for those interested in overcoming the exploitative and oppressively destructive elements of global capitalism, opposing "neoliberalism" (even if best understood as a process or a spectrum of "neoliberalization" or simply privatization) is both insufficient and potentially self-undermining. The paper focuses on enterprising agents in policy formulation and design by looking at their capacity of dealing with different levels of uncertainty. In climate policy specifically, different degrees and types of uncertainties pose a challenge to policymakers. Policy entrepreneurs and the combination of their analytical, operational and political competences are a relevant component in reducing ambiguity in policy design and translating broad policy goals to operational programmes and specific policy instruments. Local perceptions of climate anomalies influence adaptation behaviour. Specifically, perceptions that are more accurate and homogenous at the community-level are more likely to facilitate the collective action required to adapt to the local effects of climate anomalies experienced by many indigenous communities. We combine primary data on perceptions of climate anomalies from 200 individuals in six Penan villages in Sarawak, Malaysia with instrumental climate data. We find that perceptions of climate anomalies vary substantially in terms of occurrence and magnitude, and do not generally correlate with instrumental climate data. Preparing for flooding that will be exacerbated by climate change and sea level rise must take place in the context of "deep uncertainty". One strategy for dealing with that uncertainty is to convert unknown probabilities into know probabilities using techniques such as Monte Carlo analysis. This paper demonstrates the feasibility of creating a cost-benefit model for sea level rise adaptation options using an integrated climate change/sea level rise-weather-economic model. The model tests the probability of benefits exceeding costs for shoreline protection such as beach nourishment and armoring under multiple iterations of possible climate futures. The development of tools that can measure the efficiency of individual driving behaviors offers unique opportunities to encourage drivers towards more efficient driving behaviors. As states make progress towards reducing carbon emissions through the adoption of renewable energy for electricity generation, transportation remains the largest sources of carbon emissions. The world’s farms currently produce enough calories to adequately feed everyone on the planet. From the 1960s through 2008, per capita food availability worldwide has risen from 2220 kilocalories per person per day to 2790. Specifically, developing countries have recorded a rise in kilocalories per person per day, from 1850 to 2640. Yet, despite overall availability, around 815 million people still suffer from hunger or some form of malnutrition. Approximately one in ten people are undernourished.

Lyme disease is caused by the bacterial spirochete Borrelia burgdorferi, which is transmitted through the bite of an infected blacklegged (deer) tick (Ixodes scapularis). Geographic invasion of I. scapularis in North America has been attributed to causes including 20th century reforestation and suburbanization, burgeoning populations of the white-tailed deer (Odocoileus virginianus) which is the primary reproductive host of I. scapularis, tick-associated non-native plant invasions, and climate change. Rock ptarmigan (Lagopus muta) and willow ptarmigan (L. lagopus) are Arctic birds with a circumpolar distribution but there is limited knowledge about their status and trends across their circumpolar distribution. Here, we compiled information from 90 ptarmigan study sites from 7 Arctic countries, where almost half of the sites are still monitored. Rock ptarmigan showed an overall negative trend on Iceland and Greenland, while Svalbard and Newfoundland had positive trends, and no significant trends in Alaska. For willow ptarmigan, there was a negative trend in mid-Sweden and eastern Russia, while northern Fennoscandia, North America and Newfoundland had no significant trends. …

This report examines how freight transport/goods movement has been addressed in U.S. city climate action planning. Transportation generally is a major contributor of greenhouse gas (GHG) emissions, and freight transport represents a growing component of transportation’s share. Almost all climate action plans (CAPs) address transportation generally, but we wished to focus on efforts to reduce GHG emissions from freight transport specifically. We analyzed 27 advanced local CAPs to determine the degree to which freight transport was targeted in goals and strategies to reduce GHG emissions. We found only six CAPs that included direct measures or programs to reduce freight emissions. …

Flooding has become the new normal in Ho Chi Minh City (HCMC). During the rainy season, many areas of the city experience severe inundation that seriously impacts infrastructure, traffic, and economic transactions. As the effects of climate change unpredictably and rapidly manifest in Southern Vietnam, the frequency and impact of urban floods are projected to increase. In addition, within the last few decades, HCMC has rapidly developed and urbanized, transforming itself into the economic center of Southern Vietnam. Climate Change, Agriculture, And Adaptations: Policy Recommendations For Conservation Agriculture, Sydney Abraham, Mel Dollison

This paper examines the intersection of climate change and agriculture with a focus on possibilities for sustainable agriculture in a warmer world. The authors consider the impacts (both positive and detrimental) of climate change on food production systems before engaging with a variety of adaptive strategies including crop diversification, genetically modified organisms (GMOs), and conservation agriculture (CA). These strategies are then applied within the context of sub-Saharan agricultural policy. Ultimately, the authors suggest that policymakers should support rural agriculture by prioritizing conservation agriculture as a critical piece of both mitigation and adaptation policy.

This paper considers the role of local government entities as actors in global climate governance regimes. The authors review traditional state-based climate governance efforts and existing attempts to engage municipal and local actors through transnational municipal networks (TMNs). Arguing for the importance of TMNs to effective and time-sensitive climate action, the authors then show how and why TMNs are crucial to future efforts to address climate mitigation as part of multi-level, holistic plans for global climate governance.

According to the National Oceanic and Atmospheric Administration’s National Centers for Environmental Information (2016), climate-related disasters occurring from 2011 to 2015 caused property damages in excess of US$230 billion—and the agriculture sector incurs some of the largest losses (Hoffmann, 2013). The purpose of this case study was to identify, through an in-depth interview and document review, successful climate-change-based sustainability strategies in a publicly held farming operation. The findings indicated that the farm’s climate-change-based sustainability strategy had basic qualities of corporate social responsibility, triple-bottom-line thinking, and systems thinking. Crow (Corvus spp.) populations are increasing globally. This is cause for concern because overabundant crow populations can damage agricultural crops, harm native wildlife, and become a nuisance in urban areas. In Japan, the carrion (C. corone) and large-billed crow (C. macrorhynchos) can cause damage to crops and livestock. This damage is predicted to increase in Japan with climate change, especially when precipitation increases, inducing landscape changes that may favor crow populations and activities.
