Vehicle ramming attacks are not new. But since 2010 Jihadists have urged their use. Is this the wave of the future, or a terrorist fad? To answer this and other questions the authors expanded and updated the database used in their May 2018 MTI Security Perspective entitled An Analysis of Vehicle Ramming as a Terrorist Threat to include 184 attacks since January 1, 1970. Approaches for evaluating the quality of bicycling have become increasingly important for planning bicycle infrastructure improvements. Mekuria, Furth, and Nixon’s (2012) “Level of Traffic Stress” (LTS) approach, which requires minimal data inputs and produces a simple and intuitive output, has emerged as a widely-used framework for identifying streets that are “low-stress” for cyclists. The LTS framework is based on a hierarchy of characteristics, largely related to traffic speed and roadway layout, that are presumed to cause higher or lower levels of stress. This report presents the findings from an evaluation of the September 2018 Viva CalleSJ open streets event in San José,CA. The research was designed to assess the success of the event, guide planning for future open streets events, and inform potential funders and community partners about the benefits of such events. To gather the impressions of participants, local residents, and workers at businesses along the event route, the mixed-methods study analyzed results from a survey of 1,571participants, 114 interviews with community members and businesses, and participant observations. Former California Governor Jerry Brown set an ambitious target for the state to reach five million zero-emission vehicles (ZEVs) by 2030. The policy is intended to reduce greenhouse gas emissions, but progress toward this target will also affect future state-generated transportation revenues collected from vehicle owners and operators. A central concern for policymakers is to estimate the magnitude of the revenue impact. We used a simple spreadsheet model to project future transportation revenue in California through 2040 under two scenarios. This report summarizes the results from the tenth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally representative sample of 2,723 respondents completed the online survey.

The questions test public opinions about both raising the federal gas tax rate and replacing the federal gas tax with a new mileage fee. Road construction projects create physical changes on roads that result in capacity reduction and travel time escalation during the construction project period. The reduction in the posted speed limit, the number of lanes, lane width and shoulder width at the construction zone makes it difficult for the road to accommodate high traffic volume. This report analyzes the reactions of human drivers placed in simulated Autonomous Technology disengagement scenarios. The study was executed in a human-in-the-loop setting, within a high-fidelity integrated car simulator capable of handling both manual and autonomous driving. Value Capture To Fund Public Transportation: The Impact Of Warm Springs Bart Station On The Value Of Neighboring Residential Properties In Fremont, Ca, Shishir Mathur

This study estimates households’ willingness to pay for single-family houses and condominiums/townhouses located within 2 miles of Warm Springs (WS) BART Station in Fremont, CA. The study finds that, compared to the houses sold in the referent category (2 to 5 miles away and sold during the pre-project-announcement period of 2000-2001), an average-priced single-family house within two miles of the WS BART Station was higher in price by 9% to 15%. The total property value increment for the single-family houses is large enough to fund the $802 million Warm Springs BART Extension Project cost five times over.

In recent years, “Personal Transportation Devices” (PTDs) have exploded onto streets and sidewalks. These small devices transport individual persons at slow speeds and are either human-powered or motorized. Examples include electric (kick) scooters, skateboards, e-skateboards, roller blades, and Segways. One key to successfully integrating PTDs into community streets will be the implementation of consistent and suitable regulations over user behavior: “rules of the road” for PTD riders. Since the end of the Great Recession, San Mateo County has attracted new workers at a record rate without building anywhere near enough housing. This jobs-housing imbalance drives the cost of housing up and forces many moderate and lower-income employees and their families out of the County. This report examines how freight transport/goods movement has been addressed in U.S. city climate action planning. Transportation generally is a major contributor of greenhouse gas (GHG) emissions, and freight transport represents a growing component of transportation’s share. Almost all climate action plans (CAPs) address transportation generally, but we wished to focus on efforts to reduce GHG emissions from freight transport specifically. We analyzed 27 advanced local CAPs to determine the degree to which freight transport was targeted in goals and strategies to reduce GHG emissions. We found only six CAPs that included direct measures or programs to reduce freight emissions. …

On July 29, 2005 Congress passed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the federal government’s transportation bill, in part, designating $612 million over five years to go to a relatively new funding program: Safe Routes to School (SR2S). The legislation mandated that state departments of transportation (DOTs) receive annual funding in an amount proportional to the number of primary and middle school grade children enrolled in their states. State DOTs could then grant that money to state, local, and regional agencies, as well as non-profit organizations to fund SR2S programs.

The Caltrans Division of Local Assistance has been asked by the Federal Highway Administration (FHWA) to gather data regarding ferry operations under the Moving Ahead for Progress in the 21st Century Act (MAP-21). On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.
