The Russian history of politicization of natural gas supplies led Europe to seek alternatives. US LNG is considered to be a viable alternative for Europe, which positioned the US as a strong competitor against Russia. In a game theoretic approach, we model this strategic decision-making process in simultaneous-move and sequential games. Our findings indicate a mixed strategy equilibrium: Europe cannot commit to diversify in the face of Russian advantages, and Russia cannot fully resist the temptation to politicize its supplies to Europe. The US might attempt to intervene in the European commitment problem through implementing sanctions on Russian gas sales. …

Historically in the United States, African Americans have faced much adversity in the fight towards educational equality. Beginning with the complete denial of education during slavery, the struggle to attain an education continued following the Civil War, throughout Reconstruction and the rise of Jim Crow. Their formal education remained segregated from white students and was often severely underfunded. Ultimately, Plessy v. Ferguson’s 1896 “separate but equal” decision was challenged and the Supreme Court justices unanimously voted that racial segregation of children in public-schools was unconstitutional in Brown v. Connected vehicles (CVs) will enable new applications to improve traffic flow. The focus of this dissertation is to investigate how reinforcement learning (RL) control for the variable speed limit (VSL) through CVs can be generalized to improve traffic flow at different freeway bottlenecks. Three different bottlenecks are investigated: A sag curve, where the gradient changes from negative to positive values causes a reduction in the roadway capacity and congestion; a lane reduction, where three lanes merge to two lanes and cause congestion, and finally, an on-ramp, where increase in demand on a multilane freeway causes capacity drop. A new approach for testing incident detection algorithms has been developed and is presented in this thesis. Two new algorithms were developed and tested taking California #7, which is the most widely used algorithm to date, and SVM (Support Vector Machine), which is considered one of the best performing classifiers, as the baseline for comparisons. The purpose of this dissertation research is to examine the multiple relationships that explain household adaptive behaviors to flooding, and if risk perceptions play a mediating role in these relationships. Given the shift in transferring risks from public flood risk governance structures to households, there is a renewed interest in promoting private adaptive behavior amongst households that are vulnerable to flood impacts. This study expands on previous research regarding the adequacy of educational funding in order to reach a desired academic outcome. Specifically, this study examines Virginia policies of Standards of Quality and Standards of Accreditation to see if local fiscal effort above the minimum required by Virginia has an association to the desired minimum academic outcome of school accreditation.

Misclassification of explanatory variables is a common risk when using statistical modeling techniques. In this dissertation, we define ‘misclassification,’ as a response that is reported or recorded in the wrong category; for example, a variable is registered as a one when it should have the value zero. Through user experience testing and observation of player interactions, we examined the potential for a game to serve as a vehicle for risk communication and knowledge transmission. This chapter analyzes the experiences with tolling in the Hampton Roads region of Southeastern Virginia to better understand residents' and drivers' support for tolls and behavioral responses to tolls. The Hampton Roads region, with its population of 1.7 million and extensive network of highways, roads, bridges, and tunnels, has a long history of toll facilities that date back to the 1920s. The main purpose of the chapter is to describe the normative public capital management and budgeting practices that are recommended by the public finance literature. In an effort to address financial constraints and environmental concerns states have increasingly turned to a combination of un-tolled (HOV) and tolled (HOT) lanes. Public-private partnerships (3Ps) are a popular mechanism for this more sustainable approach to highway infrastructure that couples environmental sustainability (efficient utilization of existing lanes, less congestion) with financial sustainability (private investment). The chapter characterizes and classifies the management practices of the twelve countries based on the authors' evaluation using the case study descriptions.
