After more than a year of negotiations it appeared in the fall of 2019 that an agreement had been reached between the United States and the Afghan Taliban. Yet before the agreement could be formally signed, the United States backed away from the agreement citing the death of an American serviceman as a result of a Taliban bomb. The negotiations are now officially on hold, although Zalmay Khalilzad, the United States Special Representative, continues to talk to the Taliban through other channels. This chapter begins with a capsule biographical sketch that situates José Martí as an agent of decolonization. It discusses Martí's place in literature, especially Spanish American letters, his transcultural importance, his work in translation, his role in the history of Cuban–US relations, and his vision for US relations with Latin America. It demonstrates the extraordinary international reach of his most popular writing by giving close attention to how two works, a book of poetry, Simple Verses (Versos Sencillos) and an essay, “Our America” (“Nuestra América”) have come to represent him to an increasingly broad audience.

While the impacts to the infrastructures in Barbuda and Puerto Rico by Hurricanes Irma and Maria have received attention in the news media, less has been reported about the impacts of these catastrophic events on the tangible and intangible cultural heritage of these Caribbean islands. This report provides an assessment of the impacts on the cultural heritage by these storms; tangible heritage includes historic buildings, museums, monuments, documents and other artifacts and intangible heritage includes traditional artistry, festivities, and more frequent activities such as religious services and laundering. We describe two institutionally related archives and an online exhibit representing a set of Tibeto-Burman languages of Nepal. These archives and exhibit were built to house materials resulting from documentation of twelve Tibeto-Burman languages in the aftermath of the 2015 Nepal earthquakes. This account includes a detailed discussion of the different materials recorded, and how they were prepared for the collections. This account also provides a comparison of the two different types of archives, the different but complementary functions they serve, and a discussion of the role that online exhibits can play in the context of language documentation archives.

The Singapore Convention on Mediation is a multilateral treaty which offers a legal framework facilitating the circulation of international mediated settlement agreements (iMSAs) across national borders. The Singapore Convention achieves this by elevating iMSAs to the status of a new type of legal instrument recognised in international law: neither a contract nor a consent arbitral award, iMSAs that fall within the scope of, and that satisfy the conditions within, the Singapore Convention enjoy a unique status. The contribution examines critical developments of the Chinese (Taiwan) Yearbook of International Law and Affairs and its contribution to the ‘Grotian moment’ in Asia. The Yearbook is the first publication specialized in international law in Greater China, a Chinese-speaking region that includes Mainland China, Taiwan, Hong Kong and Macau. The founding of the Yearbook in 1981 was a response to the unique status of the Republic of China (ROC) rendered after its loss of representation in the United Nations under General Assembly Resolution 2758 of 1971. In a commentary, SMU Associate Professor of Law Eugene Tan discussed the key lessons gleaned from protests around the globe in 2019 and what they say about governance today. He noted that while taking to the streets in protest is not new, this year’s unrest in at least 18 countries in different corners of the world is characterised by the breadth and intensity of the protests. Assoc Prof Tan opined that this year’s protests may well presage a new era of political and societal conflict and protests as a norm.

Since the signing of the Singapore Convention on Mediation in August this year, there has been an increased interest on the enforceability of settlement agreements, particularly those arising from mediation. The case of Law Chau Loon v Alphire Group Pte Ltd [2019] SGHC 275 from the Singapore High Court provides us with some general legal principles to consider when a settlement agreement is drafted. To account for previously ignored, yet widely observed uncertainty in nature's capability to replenish the natural environment in ways that should inform ideal design of ecological compensation (EC) regimes, this study constructs a stochastic differential game (SDG) model to analyze transboundary pollution control options between a compensating and compensated region. Equilibrium strategies in the stochastic, two player game inform optimal control theory and reveal a welfare distribution mechanism to form the basis of an improved cooperative game contract. Research on gendered politics of the field has delved into the practices of accompaniment and its implications on research and knowledge production, particularly through the case of researchers’ children and partners. In comparison, the tendency to seek assistance from parents is neglected within the scholarship. This article highlights three family-targeted films made under the wartime Japanese empire: Yamamoto Kajir ō ’s musical comedy Songokū (1940) and Seo Mitsuyo’s animated Momotarō films, Sea Eagles (1943) and Divine Warriors of the Sea (1945). Significantly, these films are based on two fantastical premodern stories—the Chinese novel Journey to the West and the Japanese Momotarō legend, respectively—whose quest narratives map onto Japan’s contemporaneous military expansion into mainland China and the islands of the South Pacific. Despite the films’ seeming alignment with ultranationalist ideology, I argue that the geopolitical trajectories of their narratives are rendered ambiguous by their various reception …

Introduction: This report studies income distribution in the United States between 1967 and 2018 by race and ethnicity.

Methods: The data were derived from the US Census Bureau's Historical Income Tables: Income Inequality

Results: The upper 5% of households controlled 17% of total household income in 1967 and 23% in 2018. The upper 20% of households accounted for 44% of all income in 1967 and 52% in 2018. Economic growth, which has been impressive in the period under consideration, did not result in rising household incomes across the social hierarchy. In order to conserve megafaunal, charismatic freshwater fish species, an interdisciplinary, translational ecology approach is needed. This thesis explores trends in conservation of the pan-Amazonian Arapaima spp., with two major components. First, I examined research trends on Arapaima over the last 50 years by categorizing articles by theme and geography. My results showed that aquaculture and biology were dominant themes, with most research conducted in the Brazilian Amazon. Second, I conducted field research in the Colombian Amazon to examine perceptions of Arapaima management at various geographic and political scales. In this brief, authors Michael Ettlinger, Jordan Hensley, and Julia Vieira analyze how much the governments of different countries spend, and on what, to illuminate the range of fiscal policy options available and provide a basis for determining which approaches work best. They report that the United States ranks twenty-fourth in government spending as a share of GDP out of twenty-nine countries for which recent comparable data are available. The key determinant of where countries rank in overall government spending is the amount spent on social protection. The United States ranks last in spending on social protection as a share …

This study examines the experiences of 20 women and girls who lived in the Boko Haram camp in 2014-2018 and had varying levels of engagement in the organization's activities. The study employs a qualitative phenomenological in-depth interview methodology. Semi-structured interviews conducted in Nigeria and the United States yielded data on the experiences of the respondents before, during, and after their lives with Boko Haram. Based on the analysis of interview responses and field notes, several themes emerged. Overall findings suggest that family and community dynamics play a significant role in terrorism in Nigeria.
