Environmental governance has the potential be significantly transformed by Smart Earth technologies, which deploy enhanced environmental monitoring via combinations of information and communication technologies (ICT), conventional monitoring technologies (e.g. remote sensing), and Internet of Things (IoT) applications (e.g. Environmental Sensor Networks (ESNs)). This paper presents a systematic meta-review of Smart Earth scholarship, focusing our analysis on the potential implications and pitfalls of Smart Earth technologies for environmental governance. This dissertation aims at explaining the difference in the degree of e-participation across countries using institution and technology variables. It further looks at how the factors differ in their influence across the three levels of e-information, e-consultation, and e-decision making. Institutional and technology variables are identified using the literature review of offline and online public participation (or e-participation). Using the policy feedback theory and Giddens’ structuration theory a conceptual model depicting the complex relationship between institutional and technology variables is developed. The dimensions of digital divide, namely ICT affordability and skills, are found to be the most important explanatory variables. …

U.S. student enrollment in online classes in the higher education sector has grown rapidly since 2001. Researchers have found that student satisfaction often leads to higher student retention, yet more research was needed to understand reasons for student satisfaction with online education. The purpose of this nonexperimental study was to examine the relationship between students' early exposure to technology (i.e., before college) and their satisfaction with online education in college.
