Seven half-day regional listening sessions were held between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide resistance management. The objective of the listening sessions was to connect with stakeholders and hear their challenges and recommendations for addressing herbicide resistance. The coordinating team hired Strategic Conservation Solutions, LLC, to facilitate all the sessions. They and the coordinating team used in-person meetings, teleconferences, and email to communicate and coordinate the activities leading up to each regional listening session. Climate change will likely impact the ecosystem services and biodiversity generated from conserved land. Land conservation can also play a significant role in achieving cost-effective mitigation of greenhouse gas emissions. In this special issue we feature seven papers from the 2017 NAREA Workshop, “Climate Change and Land Conservation and Restoration: Advances in Economics Methods and Policies for Adaptation and Mitigation.” The articles include papers furthering the methodological frontier; portfolio optimization, dynamic rangeland stocking, and global timber harvest models, and those highlighting innovative applications; climate smart agricultural practices in Nigeria and Vietnam, welfare impacts on birding, and carbon and albedo pricing.

This study divides the world into currency zones according to the co-movement of each currency with the key currencies. The dollar zone groups economies that produce well over half of global GDP. The euro zone now includes almost all of Europe and some commodity producers, but remains less than half the size of the dollar zone. The dollar zone share has shown striking stability despite big shifts across zones over time. These include the demise of the sterling zone and the expansion of the DM/euro from northwestern Europe to Europe and beyond. Global imbalances look very different from a currency …

Approximately 15.5% of global forest is controlled by ~1 billion local people and the area under community control is increasing. However, there is limited empirical evidence as to whether community control is effective in providing critical global ecosystem services, such as biodiversity conservation and carbon storage. We assess the effectiveness of one example of community-controlled forest, Nepal’s Community Forestry Program (CFP), at providing biodiversity conservation and carbon storage. Using data from 620 randomly selected CFP and non-CFP forest plots, we apply a robust matching method based on covariates to estimate whether CFPs are associated with greater biodiversity conservation or carbon …

Medicaid and uninsured patients are disadvantaged in access to care and are disproportionately Black and Hispanic. Using a national audit of primary care physicians, we examine the relationship between state Medicaid fees for primary care services and access for Medicaid, Medicare, uninsured, and privately insured patients who differ by race/ethnicity and sex. We found that states with higher Medicaid fees had higher probabilities of appointment offers and shorter wait times for Medicaid patients, and lower probabilities of appointment offers and longer wait times for uninsured patients. Appointment offers and wait times for Medicare and privately insured patients were unaffected by …

A loss of memory of past environmental degradation has resulted in shifted baselines, which may result in conservation and restoration goals that are less ambitious than if stakeholders had a full knowledge of ecosystem potential. However, the link between perception of baseline states and support for conservation planning has not been tested empirically. Here, we investigate how perceptions of change in coral reef ecosystems affect stakeholders' willingness to pay (WTP) for the establishment of protected areas. We study the relative effectiveness of extrinsic monetary disincentives and intrinsic non-monetary disincentives to corruption, using a harassment bribery game. In doing so, we also test the Beckerian prediction that at the same level of expected payoff, a low probability of detection with high fine is a stronger deterrent to corruption than a high probability of detection with low fine. In Experiment 1, two treatments are designed to study the effect of a low probability of detection with high fine and a high probability of detection with low fine, on bribe taking behavior.
