There has been a surge in the application of behavioral insights for environmental policymaking. It is often presented as an easy and low-cost intervention to alter individual behavior. Around the world, smart technologies are being embraced as a cost-efficient means of enabling the elderly to be cared for in new, more non-proximate ways. They can facilitate ageing-in-place, and have the potential to relieve pressure on the providers of care. Yet, the fact is that the interface of technology and society is a negotiated one. Labour protection has become a dominant agenda in global migration governance, particularly for sending countries whose diasporic citizens are denied political rights in host states. Despite having limited authority to arbitrate extraterritorial disputes, sending countries like Indonesia have deployed novel techniques of statecraft to improve migrant protection. Through the prism of the professional competence exam and pre-departure orientation seminar, this article investigates the Indonesian state's regulatory practices that focus on migrant conduct. Although outbound domestic workers are subject to a prolonged process of skill formation, other Indonesian contract workers pursue emigration upon acquiring basic legal knowledge without undergoing accreditation. Singapore in the 1950s was a deeply divided society. Struggling to recover from the hardships ofthe Second World War and fighting an internal battle that the British government termed an‘emergency’, it was a time of hardship, tension, and anxiety. In the midst of this crisis, Singapore’sinhabitants continued to manage the natural elements of their climate and environment, especiallythe dangerous combination of heavy monsoonal rains, low-lying marshland, and tidal flooding.This article examines the circumstances surrounding a particularly severe episode of flooding thatoccurred in December 1954. This paper uses a policy design perspective with which to examine the formulation of programmes that are based on the concept of co-production. In doing so, the paper reviews essential literature on policy design and co-production to identify that a limited focus on outcomes and specifically how behavioural change can make these outcomes sustainable represents a major gap in the current discussion of co-production. We firstly argue that in designing programmes involving co-production, outcomes need to be considered at the initial design stages where broad policy objectives are being defined. The advent of the UN's Sustainable Development Goals has refocused global attention on the roles of business and other nonstate actors in achieving global goals. Often, business involvement takes the form of collaborations with the more traditional actors-governments and non-governmental organizations. Although such partnerships for development have been seen before, the scale and expectations are new. This paper explores how and why these cross-sector collaborations are evolving, and what steps can or should be taken to ensure that partnerships create public and private value. Most policy designers face complex and intractable challenges that require assembling the mostappropriate set of policy instruments to address complex policy goals, especially when sometimesthese goals may emerge out of unforeseen policy problems. In the ideal case of policy design, themost suitable instruments can be chosen and assembled into new policy packages that are appropriately calibrated and customized to address the new policy problem context. Such exceptionaldesign circumstances would also mean that relevant policy actors and organizations engaged inthe design activity are endowed with the necessary analytical, operational and political policycapacities.

Public policies are the result of efforts made by governments to alter aspects of behavior—both that of their own agents and of society at large—in order to carry out some end or purpose. They are comprised of complex arrangements of policy goals and policy means matched through some decision-making process. Saudi Vision 2030, Saudi Arabia’s bid for economic and social transformation, has been quietly gathering renewed interest in South Korea amid the unfolding drama with the nuclear program of its northern brethren. The latest sign of this engagement occurred when minister Khalid al-Falih of Saudi Arabia’s Ministry of Energy, Industry, and Mineral Resources (MOEIMR) met with president Moon Jae-In on May 4 of this year. Systematic reviews of research methods in the public administration field have assessed the progress of research practice and offered relevant recommendations to further develop research quality. But most recent reviews examine quantitative studies, and the few assessments of qualitative scholarship tend to focus on specific dimensions. This article calls attention to the overall practice of qualitative research in the field of public administration. The authors analyzed 129 qualitative studies published during a five-year period (2010–14) in the six top public administration journals, combining bibliometric and qualitative analyses. Studies of informal housing and urban citizenship in South Asia frequently link the precariousness of squatter life with the struggle to formalize engagement with the state. However, this article argues that the transition to a more formal mode of making claims on the state is a shift in terrain that is no less negotiated and contested. Through an ethnography of access to electrical power in Islamabad, Pakistan, this article explores the pervasiveness of informality in access to service delivery for a squatter settlement and its bourgeois neighbors. The absence of official platforms and institutions such as museums and visual arts spaces; while the artistic amateur scene was flourishing, there were no museums or national galleries where collections of the best local and regional artworks could be found, appreciated and studied by artists and citizens. This cultural desert was the result of the government’s attention to bread and butter issues. Policy analysis has always been interested in better understanding and improving the sets of policy tools adopted by governments to correct policy problems. Comparative policy studies have contributed much towards clarifying the nature of the processes of policy analysis and policy formulation which result in the construction of these policy portfolios.
