April 2017 marks the 100^th anniversary of the United States entering World War I. Many enjoy learning about the battles, the military, and the Homefront. But there is a need for more scholarship to understand the role African Americans played in the war. From my research, many African Americans disagreed with US involvement. Why would a country agree to fight for democracy overseas when its citizens need freedom at home? Racism in the United States concerned African Americans deeply. The Northern Cities Shift: Minnesota’S Ever-Changing Vowel Space, Kaila Chapman

The Northern Cities Shift (NCS) is a vowel chain shift occurring in parts of the North dialect region and only the first changes were reported in Minnesotan English, such as /æ/ raising as in bat (Labov et al. 2006). The NCS has shown resistance to the low-back merger (LBM), which is “in transition” in the Twin Cities (Labov). Speech samples from Twin Cities speakers ages 16-18 and 35-55 were recorded, measured and analyzed. The present study finds the shift continuing to advance in some speakers, sometimes co-occurring with the LBM, but full shifting occurring only apart from the LBM.

Building and maintaining an adequate mental health workforce requires successful recruitment and retention of qualified workers. Identifying recruitment and retention factors specific to behavioral health providers is essential in determining strategies for increasing the rural health behavioral workforce. The World Health Organization estimates there are 1.18 million additional mental health workers needed to end the mental health treatment gap between patients and providers worldwide. Too many young children are facing ACEs that are detrimentally impacting their development and contributing to negative outcomes that persist into adulthood. There are no current policies using the ACE questions to drive mental health interventions. The Governor’s Task Force on Mental Health made nine recommendations that, if implemented, will greatly improve the mental health and well-being of children and their parents. Improving early childhood prevention and intervention programs helps ALL Minnesota’s families build healthy and rich experiences for their children.

There are currently 12,167 children in foster care in Minnesota and 32% experienced multiple placements in 2014. Many children are entering foster care due to concerns of child behavior, parental chemical use, or allegations of maltreatment. After an often unexpected separation from their family, children are then expected to adapt to a new foster family with a new set of family norms and rules. Many children are moved between multiple foster homes, or are returned to their caregivers only to be placed back in foster care at a later time. In order to create low-income housing opportunities and mitigate exclusionary zoning, in 1968 Congress mandated that municipalities receiving comprehensive planning funds must create a housing element. In tandem, many states mandated that municipal housing elements must accommodate low-income housing needs. After examining empirical research for California, Florida, Illinois, and Minnesota, this review found aspirational success because those states rewarded the municipal planning process. In order to increase low-income housing, this review argues for state housing policy reform. Under US Department of Housing and Urban Development’s revised fair housing rule, which requires an assessment of local data, states can no longer …
