Development issues in growing nations can be seen and discussed in service-learning programs on Purdue’s campus. Two international experiences in Haiti and Peru reveal a need for development strategies that can be universally applied in service-learning settings. Traveling with graduate students from Lima, Peru, to study animal connection in Peruvian society and teaching Haitian university students the basics of water quality and testing allow the exchange of ideas between cultures and profound learning for both parties. This research centres on NGO citizenship education programs in Haiti to better understand youth experiences, outcomes, and perceptions of democracy. The findings from this study illustrate how programs from Western-based NGOs with liberal democratic traditions typically construct citizenship education in relation to the individual agency of the learners, whereas youth living in the context of fragility note the prerequisite for stable social structures as a foundation for citizenship. Through multi-dimensional analyses, this article highlights the importance of historical perspectives, the value of comparing disparate societies, and the necessity to explicate social locations in cross-cultural research. Cultural competence is critical to public service, yet it is often ignored and underutilized, especially in post-disaster response and recovery. The current literature on cultural competence and frameworks developed by the private sector do not fully consider the complexities of a post-disaster public service context. This project explores the importance of cultural competence in post-disaster response and recovery, identifies effective training methods and organizational policies which may present barriers to competence acquisition, and proposes a new theoretical framework by which to assess cultural competence in international response and recovery work.

This dissertation develops a political ecology of suburban peasants to describe the lives of Haitian farmers residing in a neighborhood on the margins of Port-au-Prince. The category of suburban peasants has been well described for Chinese small-scale farmers but has yet to be applied elsewhere as an analytic category. Using participant observation, semi-structured interviews, and in-depth, key informant interviews, an ethnographic account is provided of changes in agricultural practices made by Haitian peasants as a result of environmental changes that impact their ability to make a living in contemporary Haiti. This autoethnographic research project examines the transformational learning of a transracial adoptive adult mother and daughter through the lens of postcolonialism. As collaborative researchers, adult adoptee and adoptive mother, examine this lifelong learning experience through critical self-reflection, qualitative meta-analysis, and autoethnographic research methods within the overarching historical and sociopolitical context of Haiti. The findings address the lived complexities of increasingly hybrid families, particularly around the contentious boundaries of race, nationality, and colonial history, as they impact transformational learning. This paper is an analysis of the post-disaster housing crisis in Haiti following the 2010 earthquake that left hundreds of thousands dead and millions homeless. Lack of strategic planning, and overpopulated areas contributed to the widespread devastation that is present in Haiti. This is a mid-term evaluation for FONHDAD’s REFERANS project in the communes of Ganthier and Croix-des-Bouquets, Haiti. The process of this collaboration with FONHDAD is outlined in a reflection which begins this report. The evaluation is based on a review of project documents including performance indicator reference sheets, indicator performance tracking tables, attendance records, work plans, activity reports, and numerous other project documents. Recommendations for better data management practices and the thoughtful inclusion of women in all project activities are included.

Research demonstrates that generational poverty and poor education are cyclical in nature. In Haiti, poverty diminishes the quality of education due to the fact it hampers access to education, lacks parental involvement, and has inadequate health care. Conversely, poor education traps Haitians in the cycle of generational poverty by inhibiting them from developing life skills and adequate literacy; in turn, this disables them from participating in higher paying jobs. This paper addresses the question of what conditions best enable recipient countries to harness humanitarian aid to create long term human development. In an examination of the 2010 earthquake in Haiti, and the 2004 Indian Ocean tsunami in Sri Lanka, it becomes clear that the conditions that limit humanitarian aid’s potential for human development are more apparent than those that enable it. Rural poverty in Haiti particularly affects women's health because Haiti has had the highest maternal mortality and infant mortality rates in the Americas, in addition to some of the worst health statistics in the Western Hemisphere. Short-term missions participants encounter difference in purportedly captivating ways. Current research, however, indicates the practice does not lead to long-lasting, positive change. Brian M. Howell (2012) argues the short-term missions experience is confined to the limitations of the short-term missions narrative.
