The U.S. Army’s operating environment continues to become increasingly complex and unpredictable, where U.S. technological advantage continues to erode. The complexities stem from the Army’s doctrinal assumption that the future operating environment is unknown and constantly changing (Department of the Army [DA], 2014a). Diminishing technological advantage results in more reliance on soldiers’ cognitive capability, and less on high technology weapons systems (McMaster, 2015).

In this senior project, I examine the United States military’s controversial use of Hawaiian land. Following the islands’ annexation to the United States in 1898, a growing number of political and legal disputes concerning the use of Hawaiian lands for military training purposes have arisen between members of the native Hawaiian community and the United States military. As both the island of Kaho’olawe and the Pōhakuloa Training Area have shown, the military’s management of these lands has left much to be desired as the sites have suffered significant cultural and environmental damages. The U.S. Department of Defense spent $11 billion in enlistment and retention bonuses from 2006 to 2010, which had only a marginally positive effect on the enlistment rate for the Army. The case study addressed this business problem of recruiting by exploring marketing strategies successful recruiting professionals used to motivate individuals to join the military. The purpose of this study was to determine effective recruiting strategies. Therefore, it incorporated the conceptual framework of emergent strategy theory, which postulated the best strategies are neither completely planned nor completely random, but are rather an adaptation to changing dynamics and circumstances. The U.S Army and support resource providers have become interested in the experiences of Army spouses during deployments. Previous research indicated that military spouses’ perceptions of support resources were integral in the usage of support services. However, little research has examined the combined effects of Army spouses’ opinions and perceptions regarding their sense of community and support resources available during multiple deployments. This quantitative study, based on the family stress theory, recorded the opinions of 174 Army Spouses using the Army Spouses’ Perception Survey and the Sense of Community Index 2.
