The purpose of this dissertation was to explore, through a social ecological framework, the multifaceted effects of the neighborhood environment by investigating how dimensions of both the built environment and the neighborhood social context may interact to influence walking. Aesthetics, land use mix, crime, and pedestrian infrastructure were considered with respect to built environment walkability, and the neighborhood social context was conceptualized using measures of both social cohesion and social interaction with neighbors. The recent City Club report on bicycling provided an opportunity to collect and analyze a number of data sets including the new Hawthorne Bridge data. One question is where Portland bicycling on the logistic curve -- a common tool for judging the maturity of a developing product or activity. Logistic curves are used for marketing, for epidemiology, and even for visits to Indian owned casinos. The preliminary evidence is that we are reaching the horizontal area of the curve. The estimation of demand for priced highway lanes is becoming increasingly important to agencies seeking to improve mobility and find alternative revenue sources for the provision of transportation infrastructure.
However, many modeling tools fall short of what is required for robust estimates of demand with respect to toll and managed lanes in two key areas:
- The value-of-time is often aggregate and not consistently defined throughout the model system, and
- The reliability of transport infrastructure is rarely taken into account.

This paper integrates a customer segmentation method with a discrete event simulation model to bridge the gap between identifying customer behaviors and using this knowledge to respond to customers and make the best use of resources. Three strategies are proposed and examined to improve the operation efficiency of a ticket-booking system. Their objective is to assist high-value customers in obtaining the tickets they want and/or reduce cancellations and failure-to-pays from low-value customers. Our simulation results demonstrate that the high-value, customer-friendly strategy beats all in assisting high-value customers and simultaneously improves railway operation performance. Accurate, reliable, and timely travel time is critical to monitor transportation system performance and assist motorists with trip-making decisions. Travel time is estimated using the data from various sources like cellular technology, automatic vehicle identification (AVI) systems. Irrespective of sources, data have characteristics in terms of accuracy and reliability shaped by the sampling rate along with other factors. As a probe based AVI technology, Bluetooth data is not immune to the sampling issue that directly affects the accuracy and reliability of the information it provides. Fixed Base Operators (FBOs) are major service providers for the general aviation (GA) sector, which closely connect the public with the aviation industry. However, over the past decade, the U.S. GA industry has experienced a decline in the numbers of registered aircraft, pilots, and airports. Due to the fact that FBOs significantly contribute to the aviation industry, further research studies regarding the FBO-sector at a national level are needed. Older adults are important users to consider in the evaluation of transportation services. Many older non-drivers take fewer trips than their driving peers. It is important that transportation services meet the needs of older adults to provide greater access to this subset of the population. This thesis applies the Analytical Hierarchy Process (AHP) to evaluate the thirty-one non-private transportation services that exist in southeastern Wisconsin. The AHP structure uses multiple criteria to evaluate and rank several alternatives based on a stated goal. An optimization model using the LINGO solver introduces a fuzzy scale level to the AHP and assigns weights …

Drawing on the Spatial Network Analysis of Multimodal Urban Transport Systems (SNAMUTS) accessibility tool, this paper introduces comparative results of public transport network performance measures in 19 metropolitan regions in developed countries. These results are assessed typologically and functionally to highlight the contribution of each common public transport mode to maximize (or not) the integration of transport networks with the urban structure to optimize accessibility outcomes. Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

Effective management of land-side transportation provides the competitive advantage to port terminal operators in improving services and efficient use of limited space in an urban port. We present a hybrid simulation model that combines traffic-flow modeling and discrete-event simulation for land-side port planning and evaluation of traffic conditions for a number of what-if scenarios. We design our model based on a real-world case of a bulk cargo port. Eco-driving consists of using energy-efficient approaches to driving aimed at reducing fuel consumption and, ultimately, CO2 emissions. A previous study found that an EcoDrive informational campaign was effective at increasing the use of eco-driving behaviors, but only when employees perceived that their supervisor supported the program and when they were personally motivated to perform the eco-driving behaviors. In order to build upon the findings of our previous study, the present study focused on increasing the use of eco-driving behaviors through an informational eco-driving campaign combined with supervisor training to support the use of eco-driving practices.

While there are many proposals for fixing congestion between San Francisco and Oakland in California by adding a new bridge or tube, these solutions will take decades to implement even though a solution is needed now. This thesis assesses sixteen different strategies for reducing congestion in the short-term in the four categories of improving transit, promoting carpooling, implementing intelligent transportation systems practices, and incentivizing alternatives to using the Bay Bridge. Currently, there are both methodological and practical barriers that together preclude a substantial use of theoretically sound approaches, such as the ones recommended by the Highway Safety Manual (HSM), for traffic safety management. This dissertation examined transportation grants provided to states under the American Recovery and Reinvestment Act of 2009 (ARRA). Some states acquired more grants and utilized them in a timelier manner than others. This dissertation examined why this is the case, utilizing System Theory and Resource Based Theory as the intellectual framework. Human resource and financial resource capacities were viewed as the principal drivers of success and studying this managerially controllable variables underpin the analysis.

To improve safety and increase transit use, transit agencies and the jurisdictions they serve have to approach transit service as door-to-door not just stop-to-stop.
Walking and bicycling are key modes for transit access.
Working with the Federal Transit Administration, a team from Portland State University developed a guidebook on improving pedestrian and bicycle access to transit (forthcoming). As part of the guidebook process, the PSU team conducted case studies on best practices of recent efforts in Minneapolis, Los Angeles and Atlanta.
This presentation will cover key lessons from the case studies, along with an overview of the guidebook.

Transit signal priority (TSP) can reduce transit delay at signalized intersections by making phasing adjustments. TSP is a relatively inexpensive tool to provide faster and more reliable transit service. This webinar addresses TSP real-word performance measures as well as data integration and evaluation challenges. Results of the TSP evaluation in an arterial corridor in Portland, Oregon indicate that a timely and effective TSP system requires a high degree of sophistication, monitoring, and maintenance. TSP timing is crucial to reduce transit delay.

Congestion Modeling And Mitigation In The National Airspace System, David Lovell

Dr. Lovell will talk about three projects funded by NASA and the FAA, addressing congestion in the National Airspace System. Dr. Lovell's team developed diffusion-based queuing models of individual airports that could support better building blocks for network-wide congestion models. The advantage of the new models is their flexibility with respect to input distributions. In a study for the FAA, Dr. Lovell's team developed day-of-operations collaboration "languages" suitable for the FAA and individual carriers in order to collectively manage expected airspace disruptions. Finally, he will discuss a study on predictability in the airspace, with a focus on scheduled block times.

As part of the initial phase of development for the Idaho Statewide Travel Demand Model, Parsons Brinckerhoff developed a base year auto and truck trip matrix using AirSage cell phone OD data, a statewide network in Cube, traffic counts, and origin-destination matrix estimation (ODME) procedures. To begin, the 4000+ statewide zone system was aggregated into a 700 super zone system for collecting the cell phone OD data.
