Despite considerable literature on the Bush administration’s war on terrorism rhetoric, little attention has been paid to its discourse of moral disengagement, leaving an important and still relevant gap that this paper aims to address. Rather than approaching this gap in terms of an archival historical analysis that is disconnected from the present, it proposes an exploratory revisit of the rhetoric that the benefits of hindsight might enrich and, we argue, aid in understanding connections to the current post-invasion turmoil and the gradual ISIS takeover. Essay 1: “Can Safe Ride Program Reduce Urban Crime?” This paper evaluates the influence of a safe ride program at a public university on neighborhood crime in a major urban area. Using an hours of the week panel, the program's operation is associated with an approximate 14 percent reduction in crime. The program being open appears to have roughly similar influence in reducing violent and non-violent crime. Moreover, increases in rides (the intensity of the program) are also associated with reductions in crime. Such increases in program intensity are also associated with notably greater reductions in crime occurring on weekends. …

Party platforms from 1993 through 2008 show a positive approach to immigration policy. Presidential rhetoric, however, does not match the tone of the platforms. There are negative frames (illegality, criminality, terrorism, and economic threats) in nearly 50% of immigration speeches. We argue that social context motivates presidents to talk about immigration negatively. This analysis provides insight into rhetoric as responsive to context rather than a mechanism of power. We coded each speech on immigration from Presidents Bill Clinton, George W. Bush, and Barack Obama, and found statistically significant results that show that immigration rhetoric is more negative when certain social …

It adopts a combination of deprivation – frustration – aggression theory, social learning and social identity theories as its framework of analysis. This research explores the differences in geospatial and temporal patterns between lone actor and group-based terrorists in the United States. These include differences in demographics, precursor activities, proximity to the terrorism incidents, and longevity of conducting terrorist activities. Data for this analysis were derived from the American Terrorism Study (ATS). The ATS includes information on federal criminal cases resulting from FBI investigations for “terrorism or terrorism-related activities.” The analysis includes data from 264 prevented or completed terrorism incidents in the United States from 1980-present. These incidents involved 314 indictees charged with over 3,000 federal criminal counts. They were responsible for …

In this paper, we analyze the equilibrium responses (in terms of defense, R&D and preemption) to a potential terrorist attack in a two-country framework (Home and Foreign) using a multi-stage game with imperfect information. Extensive research has found that there are differences in reported levels of fear of crime and associated protective actions influenced by socio-demographic characteristics such as race and gender. Further studies, the majority of which focused on violent and property crime, have found that specific demographic characteristics influence fear of crime and protective behaviors. This article examines the use of torture by the U.S. government in the context of the late 20th-century preventive turn in criminal justice. Challenging the assumption that the use of “enhanced interrogation tactics” in the war on terror was an exceptional deviation from accepted norms, this article suggests that this deviation began decades before the terror attacks, in the context of conventional criminal procedure. I point to the use of the “ticking time bomb hypothetical,” and its connection to criminal procedure’s “kidnapping hypothetical.” Using case law and criminal procedure textbooks I trace the employment of that narrative over several decades, …

Specifically, the 2002 Ashcroft Attorney General Guidelines and the 2008 Mukasey Attorney General Guidelines were two of the most impactful policy changes following 9/11. This thesis examines the impact that far-right terrorism opportunity structures and temporal patterns of precursor activity have on incident outcomes. Data from the American Terrorism Study (ATS) are extracted for several attributes of far-right opportunity, in addition to measures for temporal patterns of planning and preparatory behaviors. Bivariate and multivariate findings generally support expectations that target attractiveness and vulnerability, far-right group structures, and patterns of precursor activity are significantly associated with incident outcomes. The paper concludes with suggestions for future research and several implications for homeland security policy.

This research project aims to determine if significant differences exist in the types of counterterrorism used by authoritarian and democratic governments. A case study of the counterterrorism methods used by the United States and Chinese governments shows that authoritarian governments' methods seem to be more extreme due to a greater influence over domestic media and public opinion, but similarities in the realm of human rights also exist that could suggest a more similar response between the two regime types.
