In 1899 the National Municipal League declared that it was the duty of the Mayor to submit to the Council the annual budget of current expenses of the city, for almost as long, the budgeting process has been researched (Hou, 2006). Researching budgets is important and needed but comparatively little attention has been paid to revenue forecasts or to those responsible for the generation of revenue forecasts. Professional public administrators responsible for generating revenue forecasts have largely been overlooked in research. As Katz and Bradley (2013) document, the confluence of partisan politics and budget cuts have left the federal government and to a lesser extent, state governments impotent to address the countless economic and education challenges facing the United States. Out of necessity, metros and regions are taking the lead in collaborating, innovating, and governing in Post-Recession America. Instead of waiting for federal or state governments to impose prescriptive, one-size fits all “solutions,” localities are seizing opportunities to strengthen their economies by working with stakeholders to develop policies tailored to their unique and complicated needs.

Explaining County Government Budget Transparency In An Age Of E-Government, Jonathan M. Birds, Leander D. Kellogg, E. Lee Bernick

Graduate Research Symposium (GCUA) (2010 - 2017)

This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

With the advancement of open access (OA) journal publishing opportunities in partnership with presses and faculty, libraries in alignment with intersecting academic values are fulfilling a need by supporting sustainable models of scholarly communication that incorporate disseminating faculty scholarship in collaboration with library and/or press staff and editors to “start up” an OA journal or transform an existing print journal to OA. Library staff that embrace faculty or student publishing partnerships are structuring and utilizing their scholarly communication skill sets by positioning the availability of open access publications to disseminate quality research results. When faced with a 0% budget increase for fiscal year 2010, librarians at Gettysburg College designed a comprehensive review of journal subscriptions. Library staff began by gathering data about format(s), price, publisher, and more. Then subject librarians consulted with academic departments and asked faculty to review titles for relevance to current research and curriculum. 100% of departments cooperated with the review with a mixture of enthusiasm and concern; in the end, most offered to cancel about a third of their journal titles. By trimming multiple format subscriptions, relying on aggregator databases for full text content, cancelling titles that no longer …

The Abbott government is preparing to give Sydney's WestConnex road project a A$2 billion boost in this week's federal budget, part of a broader $10 billion infrastructure package aimed at boosting productivity and private sector investment. Congestion in Sydney continues to escalate with gridlock on roads impacting passenger and freight logistics. The persistence of this situation reflects poorly on project selection and asset management processes, along with distortions that have arisen from poor interactions between the Commonwealth and the states. Reform is urgently needed where there is less focus on ribbon cutting and more use of well-targeted "pinch point" interventions. …
