This article tries to explain why Taiwan’s labor regime has fallen into a low wage environment. A review of literature shows that existing studies consider only the elements of state, capital, labor, or the social environment to explain the low wage within different historical stages. But the literature to date could not answer the question as for why Taiwan’s labor wage did not increase with economic growth after 2000s. In order to bridge the gap, the legislation and amendment of related labor laws from 1980s to 2010s was explored through the perspective of historical institutionalism. It was found that the …

Within sub-Saharan Africa, Moussa Konaté is undoubtedly the contemporary writer dedicated to producing the most original crime fiction. In L’empreinte du renard, he offers a fundamental subversion of the genre that breaks with conventional thought on crime narratives. Moreover, the subversion of the canon accompanies a subversion of political structures by which the end of the story accompanies the end of the postcolonial state as it is known, and often caricatured: the State of corruption. As a result, such intrigue also becomes that of governmentability.

The conformations of 14 threonine-derived pseudoproline-containing dipeptides (including four d-allo-Thr derivatives) have been investigated by NMR. In solution, the major conformer observed for all dipeptides is that in which the amide bond between the pseudoproline and the preceding amino acid is cis. For dipeptides in which the N-terminus is protected, the ratio of cis- to trans-conformers does not depend significantly on the side chain of the N-terminal amino acid, or the stereochemistry of the Thr residue. However, for dipeptides bearing a free N-terminus, there are significant differences in the ratios of cis- to trans-conformers depending on the side chain present. …

Rennie, Twisted cyclic theory and an index theory for the gauge invariant KMS state on Cuntz algebras. arXiv:0801.4605], we presented a K-theoretic approach to finding invariants of algebras with no non-trivial traces. This paper presents a new example that is more typical of the generic situation. This is the case of an algebra that admits only non-faithful traces, namely SUq.2/ and also KMS states. Our main results are index theorems (which calculate spectral flow), one using ordinary cyclic cohomology and the other using twisted cyclic cohomology, where the twisting comes from the generator of …

In April 1990, record-breaking floods in the Warrego River threatened the rural town of Cunnamulla, located in Queensland, Australia. The floods had already inundated the upstream town of Charleville causing significant damage to property and the mass evacuation of residents. This article explores the 1990 floods in Cunnamulla in the context of two key elements of Australian history: first, several decades of rural decline in southwestern Queensland, and second, state responses to floods that had become increasingly centralized over the preceding two decades. Changes in protein conformation are thought to alter charge state distributions observed in electrospray ionization mass spectra (ESI-MS) of proteins. In most cases, this has been demonstrated by unfolding proteins through acidification of the solution. This methodology changes the properties of the solvent so that changes in the ESI-MS charge envelopes from conformational changes are difficult to separate from the effects of changing solvent on the ionization process. A novel strategy is presented enabling comparison of ESI mass spectra of a folded and partially unfolded protein of the same amino acid sequence subjected to the same experimental protocols and conditions. …

Since the Heart of Darkness brought the cruelty of King Leopold’s rule of the Congo to the world’s attention, it has been viewed internationally as the locus ofinhumanity. My thesis examines how this perception has excused the role of neocolonial actors in furthering destabilization. After independence, the United States and Belgium, with the assistance of Mobutu Sese-Seko, exploited the nominally sovereign Congo. The weakening of the Congolese state has continued in recent years through a lack of accountability for international interventions brought about by bureaucratic secrecy, popular ignorance, and human rights rhetoric.

This article brings perspectives from three Māori activists, each promoting issues of selfdetermination in different ways. It centres on tino rangatiratanga and mana motuhake, two concepts that inform modern Māori activism and life and practice, and more recently conceptions of Māoridom as “nation”. Using a Gramscian framework we argue that the New Zealand state has over time created a notion of one people within one state, and has in the past incorporated challenges to its legitimacy within a framework of popular consent. Microsecond dye-regeneration kinetics was observed in efficient solid state dye-sensitized solar cells using photoelectrochemically deposited poly(3,4-ethylenedioxythiophene (PEDOT) hole conductors using transient absorption spectroscopy. The dye-regeneration rate is orders of magnitude slower than the case using the I-/I3- redox couple or commonly used small molecule hole conductor and is attributed to the low dye to PEDOT ratio within the films.

A porous, flexible electrode based on a PTFE (Teflon) membrane (Goretex) coated with a metallic current collector and a conducting polymer (poly(3,4-ethylenedioxythiophene), PEDOT) has been developed for applications in solidstate dye-sensitized solar cells. Its low sheet resistance and compressibility make it an ideal electrode on uneven TiO2 surfaces with high efficiency and reproducibility. The porous nature of the electrode enables the feed-through of reactants and treatment agents, which opens up exciting opportunities to interface these photoelectrochemical devices with electrocatalytic, energy conversion, and storage systems. Postfabrication bonding of the photoanode and the Goretex-Au-PEDOT electrode is demonstrated.

This article offers a detailed critique of Antonin Wagner's (2012) discussion of market, state and the intermediate institutions of civil society. It was one of 7-8 articles critiquing Wagner's previously published piece. It is argued that Wagner's perspective dissolves the third sector into a set of phenomena subordinate to markets and states; that the third sector essentially dissolves into market and state components. The article also offers an outline for a broader, multi-faceted third sector.

Background: The benchmarking literature has made important advances and offers many different population health indicators that can be used to compare state health systems. However, there is still a need for qualitative, complexity-oriented approaches that allow policy-makers to develop explanatory 'policy stories' from combining such indicators that are useful to policy solutions. In this paper the analytical solutions for radial consolidation that include time dependent surcharge loading and vacuum pressure are proposed, whilst also considering the impact of the parabolic variation of permeability in the smear zone. The use of the spectral method for multilayered soil consolidation is introduced and verified. The Elliptical Cavity Expansion Theory is used to predict the extent of soil disturbance (smear zone) caused by the installation of mandrel driven vertical drains.
