Collaborative governance- or collaboration- has become increasingly important for the design and implementation of public policy in the United States. This dissertation explores concrete and unique policy-related benefits emerging from collaboration, and the processes by which they emerge.
Collaboration is defined broadly as "any interaction between two or more organizations undertaken with the intention to cooperate." This definition is applied in the context of water quality management, where the physical nature of watersheds and the lack of regulatory authority available to policy-makers leads to a variety of collaborative arrangements.

Water has played a key role in the development of the Australian inland and the nation. For European colonists, the dry and variable landscape challenged ideas about nature imported from northern temperate regions. I argue first, that colonists brought with them ideas for ordering nature and tools for transforming landscapes that led to inappropriate and destructive water management and the silencing of local voices and knowledge systems. Secondly, colonial patterns of ordering and transforming landscapes are ongoing, but new ways of governing water, which challenge colonialism, are emerging. The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. While the case was an important landmark in the still-evolving relationship between these two Lower Basin states, it remains most relevant today by the way in which it clarified federal rights and responsibilities. Democracy is a form of governance that allows for the flourishing of human potentiality. Unfortunately, democracy has become less of a means of governance and more of a rhetorical device to secure the consent of the people to be ruled by the elite few. Thus the current study seeks to disrupt this hegemonic means of control through an explication of authentic governance and democracy in order to demonstrate that the current manifestations of governance associated with democracy are inauthentic. Private Debt Syndicates: Governance, Networks, And Syndicate Structure, William R. Mccumber

I examine the primary market for syndicated private credit agreements to U.S. firms within the context of contract theory with information asymmetries between contracting parties in a repeated game. Specific governance mechanisms determine a firm's cost of borrowing in syndicated credit agreements. Firms with governance mitigating agency risk between stakeholders, i.e. independent boards, strong shareholder monitoring, and greater CEO pay-performance sensitivity, enjoy lower borrowing costs. The interests of creditors and shareholders diverge with regard to external governance. Lenders charge higher spreads to firms at greater risk of acquisition and reward stronger firms with price concessions when they possess staunch anti-takeover …

The overwhelming majority of students receiving a publicly funded education in the United States attend a public school in a district overseen by a democratically elected school board. Despite the dominant market share of democratically elected school boards, academic scholarship is increasingly focused on alternative governance structures such as mayoral control, charter schools, and school vouchers. Much research on traditional school boards is in fact skeptical of the capacity for such boards to positively impact academic performance. the paper investigates the organization, the mandate and the performance of public accounts committees in Asia. The evidence presented here can easily be summarized in the following terms: PACs from Asia are bigger, better staffed and more likely to be chaired by an opposition MP than PACs in the rest of the world. These three characteristics are offset by the fact that in Asian PACs opposition parties are not represented nearly as well as they are in the rest of the world. In terms of mandate, PACs in Asia have on average a much wider mandate than they do elsewhere. …

The government’s goal over the past decade of increased self-reliance has required universities to adopt the corporate mantle of governance consistent with that used in the private sector. The corporatisation of the university sector brought with it a unique set of problems to which senior university management had not previously been exposed. The solution to some of these problems includes developing governance systems to guide strategic decision-making based on well-developed ethical principles. When it comes to health care in Mexico, “universal” has never meant equal, particularly when it came to the access to adequate care for the country’s 52 million uninsured. Civil society organization Fundar — a research organization with a background in budgetary analysis — developed a successful advocacy strategy on health policy to change this.

The Eastern Cape Province of South Africa struggles with high poverty, poor public infrastructure, and dysfunctional administrative systems. One result is that the Eastern Cape has the worst health outcomes in the country. This case study illustrates how a South African civil society organization has used its budgetary analysis to advocate for improvements in health service delivery.

The aim of this dissertation is to assess the political ecology of conservation governance and management of Sagarmatha (Mount Everest) National Park (SNP), SNP Buffer Zone (BZ) and the Buffer Zone Community Forest User Groups (BZCFUG) in Pharak in northeastern Nepal. The Egyptian revolution carries a challenging transition phase, starting out with problems such as low foreign direct investments (FDI), a high budget deficit, a high debt rate, a high unemployment rate, a high poverty rate, and a low standard of living. In addition, the budget deficit is expected to rise from 8.1% in 2009/10 close to 10% in 2010/11, as the interim government boosts spending to offset the impact of the political unrest. Interest in virtual worlds has grown within academia and popular culture. Virtual worlds are persistent, technologically-mediated, social spaces. Academic literature focuses on issues such as identity, sociality, economics, and governance. Modifications to policy-making processes and actors are crucial when transitioning to multi-level governance. Civic engagement in budgeting processes, where crucial policy decisions are determined, is an important component of shared governance. Understanding the new roles for citizens in the budget process, then, can extend our knowledge of multi-level governance. This research explores the ways in which the budget process incorporates citizen participation to foster an ideal of civil society in the United States, Brazil, and China. The paper sets out to investigate the role of governance on domestic private investment in Nigeria using Auto-Regressive Distributed Log (ARDL) Bounds Testing Approach to ascertain long-run association on an annual data covering the 1970 to 2010 period. Emanated from the estimated models are intriguing findings which showed clearly that difference exists between long and short run determinants of domestic private investment. This paper presents research that sought to document how, when, and why three donor agencies — the U.S. Department of State, the Millennium Challenge Corporation (MCC), and the U.K. Department for International Development (DFID) — have adopted the Open Budget Index in language and practice; assesses the contributions of the Open Budget Initiative and its partners to achieving these apparent advocacy successes; and analyzes other factors that may have influenced the decision of these three donors to use the language and methodology advocated by the Open Budget Initiative. The Legal Resources Centre (LRC) is a South African nonprofit human rights organisation that conducts public interest litigation. In response to the South African government’s delays to remove mud schools in the Eastern Cape Province, LRC took the government to court in August 2010. As a result of the mounting legal pressures, in January 2011 the Eastern Cape Department of Education signed an agreement with LRC. According to the agreement, the national government would introduce a new three-year grant to address infrastructure backlogs, of which Eastern Cape would receive 78 percent of the total. This case study discusses major improvements in government budget transparency and public engagement in Afghanistan, presenting an analysis of the roles of the following actors in the trend toward more open budgeting: 1) the International Budget Partnership, foreign donors, civil society organizations, and the media; 2) the government; and 3) the legislature. This paper argues that by increasing its OBI score from 8 in 2008 to 21 in 2010, Afghanistan has made important progress, though it still remains below average. This case study looks at how the preparation and publication of the Open Budget Survey 2010 in Honduras increased awareness of Honduras’ budget transparency problems. The increased attention given to these issues brought together local civil society organizations, the International Budget Partnership, the Millennium Challenge Corporation, and the government of Honduras to make progress on budget transparency. Efforts to develop extensive forest-based climate change vulnerability assessments have informed proposed management and policy options intended to promote improved on-the-ground policy outcomes. These assessments are derived from a rich vulnerability literature and are helpful in modeling complex ecosystem interactions, yet their policy relevance and impact has been limited. We argue this is due to structural-functional logic underpinning these assessments in which governance is treated as a procedural “black box” and policy-making as an undifferentiated and unproblematic output of a political system responding to input changes and/or system prerequisites. In response to an apparent decline in global food safety, numerous public and private regulatory initiatives have emerged to restore public confidence. This trend has been particularly marked by the growing influence of private regulators such as multinational food companies, supermarket chains and non-governmental organizations (NGOs), who employ private standards, certification protocols, third-party auditing, and transnational contracting practices.
