African cities are currently experiencing some of the highest population growth rates in the world. Accompanying this growth is constant and continuing pressure on national and local governments to develop political and institutional structures that respond to the multiple demands this demographic change provokes in relation to service delivery, economic development and social wellbeing. In response to these challenges, national governments are reviewing the political and administrative structures of their capital cities, sometimes recentralizing authority. The Politics Of Rights-Based Approaches In Conservation, Prakash Kashwan

Scholars and advocates increasingly favor rights-based approaches over traditional exclusionary policies in conservation. Yet, national and international conservation policies and programs have often led to the exclusion of forest-dependent peoples. This article proposes and tests the hypothesis that the failures of rights-based approaches in conservation can be attributed in significant measure to the political economic interest of the state in the tropics. To this end, the article presents findings from the empirical analysis of the Forest Rights Act of 2006 in India. Two key recommendations emerge from this analysis. Este artigo contribui para o nosso entendimento da relação entreos sistemas eleitorais e improbidade legislativa ao examinar a questão dovoto individual, da magnitude do distrito eleitoral e da accountability póseleitoral.Estudos que enfatizam a responsabilidade individual do eleitorargumentam que sistemas eleitorais de voto direto, individual, promovemo bom desempenho por parte dos políticos eleitos e restringem sua máconduta ao permitirem que os eleitores identifiquem, monitorem eresponsabilizem os políticos em quem votaram. Outra vertente da literaturaafirma que distritos eleitorais de ampla magnitude asseguram adisponibilidade de bons políticos e competição eleitoral, o que reduziria aprevaricação.
