The major metropolitan areas of the Intermountain West finally put the housing bust behind them in the third quarter of 2012 and in most places made solid progress. House prices rose in all 10 major metropolitan markets in the months from June to September for the first time since the recession began. Likewise, output growth accelerated and the unemployment rate continued to fall. Unfortunately none of this prevented the region’s already feeble jobs recovery from slowing.

No leader of the 20th century had made greater impact than Deng Xiaoping. Under the late Chinese leader's tenure, which lasted from 1978 to 1992, hundreds of millions of Chinese were lifted from poverty. The chaos that was the Cultural Revolution gave way to steadfast economic development that turned China into a key player in the world economy.

“Municipal Welfare” And The Neoliberal Prison Town: The Political Economy Of Prison Closures In New York State, Andrea Morrell

Since 2010, New York State Governor Andrew Cuomo has closed nine state prisons for adults. For the prison towns that dot diversely rural and urban places of New York —each uniquely tied to the maintenance of mass incarceration— the closure of a state prison marks the end of an infusion of state capital constructed and construed quite explicitly as projects of economic development in the 1980's. Data for the second quarter of 2012 reveal that the large metropolitan areas of the Mountain region were undergoing some of both the strongest and weakest economic recoveries in the nation—even as the pace of recovery across the region as a whole slackened. The result is a new geography. Crash-blasted Boise and Phoenix, along with Utah’s metropolitan areas, are now recovering relatively strongly while Colorado’s metropolitan areas and Albuquerque, Las Vegas, and Tucson struggle.

For three years now the Mountain Monitor — Brookings Mountain West’s Mountain Zone variant of Brookings’ MetroMonitor — has been tracking the region’s protracted, in-most-places anemic, economic recovery. Quarter-to-quarter, the Monitor has reported on a slow healing of the region’s metropolitan economies that has differed starkly from the region’s past boom-bust cycles.

Mediating Incentive Use: A Time-Series Assessment Of Economic Development Deals In North Carolina, T. William Lester, Nichola Lowe, Allan Freyer

State incentive granting for the purpose of firm retention or recruitment remains highly controversial and is often portrayed as antithetical to long-range economic development planning. This paper uses quasi-experimental methods to measure the impact of state-level economic development incentives on employment growth at the establishment level in North Carolina. Using North Carolina’s rich history of strategic planning and sector-based economic development as a backdrop, we develop a theory of sectoral “mediation.” This enables us to compare the effectiveness of incentives offered in mediated and nonmediated industries and show that when incentives are coupled with sectoral economic development efforts they generate …

Mountain Monitor Quarterly
Recovery was firmly underway in the Intermountain West by the fourth quarter of 2011 but its pace varied considerably across the region’s 10 major metropolitan areas. Six of the 10 metros saw job growth in the fourth quarter but only four saw it accelerate over the previous one. Output grew everywhere but only in half of the region’s metros did the pace of growth quicken. The unemployment rate was down across the board from one year earlier. House prices in most markets stabilized. Yet signs of a robust, sustained, and self-fueling recovery remained elusive.

Brookings Scholar Lecture Series
Tom Loveless, a former sixth-grade teacher and Harvard public policy professor, is an expert on student achievement, education policy, and reform in K-12 schools. He also is a member of the National Math Advisory Panel. What do we know about U.S. students' academic achievement compared to students in other countries? The talk will present the latest evidence on U.S. performance on international tests and examine long term trends. In addition, the performance of Nevada and Las Vegas students will be reviewed in the context of national and international assessments.

This article provides an exegesis of the recently entered-into-force African Charter on Democracy, Elections and Governance. Democracy has a decidedly mixed history in Africa and, despite a concerted effort by the African Union (AU), it has made only halting inroads in those states that are nondemocratic or struggling to consolidate democracy. That may change as more states ratify and implement the Charter, a comprehensive regional attempt to promote, protect, and consolidate democracy that entered into force in February 2012.
