Innovating In The Periphery: The Impact Of Local And Foreign Inventor Mobility On The Value Of Indian Patents, Tufool Alnuaimi, Tore Opsahl, Gerard George

We examine the impact of local and foreign labor mobility in India by modeling one regional and one global network, each of which captures the inter-organizational mobility of inventors. Our analysis of the regional network shows that, within India, the productivity of inventors does not improve when they move from foreign to Indian organizations. In the global network, we find that Indian organizations remain located in the periphery as a result of employing a small number of inventors from foreign organizations. In recent years, governments around the world have shown increasing concerns about brain drain, the shift in human intelligence of many of their best educated citizens from developing countries to developed countries, as it causes negative effects on social and economic sectors of the source country. Nonetheless, Kuhn and McAusland (2006) argue that talent might often be wasted at home; migration to more supportive environments raises global innovation. Saxenian (2003) finds that gains may flow back to the developing country via returnees with enhanced skills, personal connections, and ideas for innovation. A noted Singapore-based cultural geographer and specialist on Asia analyzes the emergence and functioning of a unique artistic cluster in Hong Kong's Fotan light industrial district. The objective of the research is to understand how artistic work in the cluster, despite some challenges, has thus far proven sustainable in cultural, social, and economic terms. The findings of this case study permit further clarification of several dimensions of an emerging theory of cultural/creative clusters, which should be considered as distinct from business and industrial clusters.
