Nevada stands at a crossroads, yet it appears ready to remap its future.
Silver Staters sense that the current economic slump has not been just a temporary reversal but a challenge to the state’s traditional growth model—one that has revealed an economy over-dependent on consumption sectors, prone to booms and busts, and too little invested in innovation and economic diversification. And yet, for all that Nevadans have been early to recognize that the current slump will beget, in some places, innovation and renewal, and in other places erosion—and so requires action.

Mountain Monitor Quarterly
Data through the second quarter of 2011 raise new questions about the pace and certainty of recovery in the Intermountain West. Even places like Denver, Colorado Springs, and Ogden—which only suffered mild setbacks in the early quarters of the recession—have stagnated in the wake of the nation’s worst economic slump since the Great Depression. Output and employment increased hesitantly in eight of the 10 major metros of the Intermountain West in the second quarter while the housing market slumped to new lows everywhere.

This paper is a transcript of testimony by Professor J. Peter Byrne before the U.S. Civil Rights Commission on August 12, 2011.
This hearing addresses claims that the use of eminent domain for economic development unfairly and disproportionately harms racial and ethnic minorities. These claims draw on the history of urban renewal prior to the 1960’s, when many African Americans and others were displaced by publicly funded projects that bulldozed their homes in largely failed attempts to modernize cities. Justice Clarence Thomas’s dissent in Kelo v. City of New London further argued that the use of eminent domain for economic …

Personality assessment has been established through previous literature as a viable tool in organizational contexts in different job fields (Hough & Dilchert, 2010; Rothstein & Goffin, 2006). The field of economic development has seen little application of personality assessment to aspiring professionals within the discipline. This research hoped to establish distinct personality typologies within economic development by bifurcating the field into two sectors of (a) business recruitment, retention, and expansion and (b) entrepreneurship developers and community developers. Participants were asked to complete the Personal Preferences Self-Description Questionnaire (Thompson, 1996) after distinguishing within which of the two realms they were employed. …

The pace of economic recovery slowed in the large metros of the Intermountain West in the first quarter of 2011. Widespread but slowing output growth was coupled with much slower improvement in the labor market, where for the first time the region’s unemployment rate edged above the nation’s. The weight of a still-depressed housing market slowed recovery further. Overall, the differing courses of the region’s 10 major metro economies since the beginning of the recession can be characterized by relatively strong bouncebacks to the north and east of the region and more sluggish and protracted slogs to the south and …

Communities relay expectations of behavior that influence residents' decision making processes. The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The study sought an operational model of community expectancy that would allow policymakers and higher education leaders to recognize the community-level factors affecting student outcomes and then to make appropriate policy adjustments to encourage better outcomes.

This paper follows existing literature on local industrial conditions and agglomeration economies in an adapted shift-share framework. The purpose of this study is to develop a cost-efficient empirical model that meets the needs of local government in analyzing changes in industrial composition. The data for this model is obtained from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages (QCEW) with nondisclosed data provided by the Virginia Employment Commission which is sorted by North American Industrial Classification System (NAICS) 2-digit industrial sectors. This research focuses on Best Practices Cities - those with current and predicted economic growth above the national average - and the specific management practices that are responsible for such growth. The Industrial Resource Center Network of Pennsylvania is the state’s affiliate of the National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership program. Both the IRC program and the MEP have longstanding traditions of self-assessment and evolution as ways of being accountable to the public and of promoting continuous improvement. The IRC program and the MEP are charged with helping manufacturing in general, and small to midsized manufacturers in particular, improve their competitive position.
