Assessment On The Go: Surveying Students With An Ipad, Jennifer Link Jones, Bryan Sinclair

Ongoing assessment in academic libraries, particularly the measurement of student perceptions, preferences, and satisfaction, can be a challenge to schedule and execute. This paper describes a pilot project at Georgia State University Library that combined assessment with the portability of the tablet computer. A tablet computer--in this case, Apple’s iPad--loaded with survey software became a digital clipboard with the added benefit of automatic data compilation. Subjects were surveyed quickly in the library buildings, maximizing convenience for both subjects and researchers alike. The result was a model that other libraries, as well as campus student services divisions and classroom instructors, can …

The Impact Of Local Source Sediments On Bed Texture In The Fall River, Rocky Mountain National Park, Usa, Jordan A. Clayton, Kristopher N. Eby

The bed texture of a gravel-bed river is related to the size distribution and quantity of source sediments, the routing of sediment through the reach, and the distribution of flow velocity. A reach morphology that is consistent in depth with little lateral topographic variation will typically have a bed texture that is characterized by a fairly uniform grain size distribution. However, spatial variations in source sediments within a given watershed may impact the distribution of gravel-bed river sediments, even at the reach scale, such that two proximal reaches of the same river having the same general morphology can exhibit contrasting …

Lesbians, gay men, and bisexuals (LGBs) in the United States are strikingly more likely to vote for Democratic presidential candidates than are heterosexuals. LGBs are one of the Democratic Party’s most loyal voting blocs, despite the absence of one of the most important mechanisms for creating party identification: inter-generational transmission. We use the 2000 Presidential election to examine whether LGB voters overwhelmingly chose Al Gore because they viewed him as superior to George W. Bush on LGB-related policy issues or because of their greater overall liberalism and Democratic Party identification. We also examine the impact of socialization within the LGB …

Objective: We examined the association between pre-teen alcohol use initiation and the victimization and perpetration of bullying among middle and high school students in Georgia.
Methods: We computed analyses using data from the 2006 Georgia Student Health Survey (N=175,311) of students in grades 6, 8, 10 and 12. The current analyses were limited to students in grades 8, 10 and 12 (n=122,434). We used multilogistic regression analyses to determine the associations between early alcohol use and reports of both victimization and perpetration of bullying, perpetration only, victimization only, and neither victimization or perpetration, while controlling for demographic characteristics, other substance …

Background: The aging population is a rapidly growing demographic. Isolation and limited autonomy render many of the elderly vulnerable to abuse, neglect and exploitation. As the population grows, so does the need for Adult Protective Services (APS). This study was conducted to examine current knowledge of older adult protection laws in Georgia among APS staff and to identify training opportunities to better prepare the APS workforce in case detection and intervention.

Young children learn from others’ examples, and do so selectively. Here we examine whether the efficacy of prior experience influences children’s tendency to imitate. 36-‐ month-‐olds received prior experience on a causal learning task. The children either performed the task themselves or watched an adult perform it. The nature of the experience was systematically manipulated such that the actor had either an easy or a difficult experience solving the task. Next, a second adult demonstrated an innovative technique for solving the task. Children who had a difficult first-‐person experience and those who had witnessed another person having a difficult time …

The association between built environment and travel behaviour has received considerable research attention in recent years. In an attempt to contribute to this growing literature, this paper investigates the connections between urban built environments and activity–travel patterns in Beijing, the capital city of China. We characterize the built environment in Beijing and establish associations between built environment and activity–travel behaviour in terms of car ownership, time spent for out-of-home activities, and daily trip frequencies and travel time. Activity diaries from 1119 respondents living in ten different neighbourhoods were collected by face-to-face interviews. There have been numerous studies of the frontier myth as it operated in the early republic and throughout our history. As a result of this work, we know a lot about the frontier myth, its history, elements, and ideological functioning. We know less, however, about how that myth developed when its ideological elements met the empirical realities of western emigration. I argue that four specific cultural fictions—erasure, civilization, community, and democracy— are integral elements of the larger fiction of the American frontier myth. By understanding them through the vehicle of the Donner Party narratives, we can deepen our understanding of …

How Should Environmental Policy Respond To Business Cycles? Optimal Policy Under Persistent Productivity Shocks, Garth Heutel

How should environmental policy respond to economic fluctuations caused by persistent productivity shocks? This paper answers that question using a dynamic stochastic general equilibrium real business cycle model that includes a pollution externality. I first estimate the relationship between the cyclical components of carbon dioxide emissions and US GDP and find it to be inelastic. Using this result to calibrate the model, I find that optimal policy allows carbon emissions to be procyclical: increasing during expansions and decreasing during recessions. However, optimal policy dampens the procyclicality of emissions compared to the unregulated case. A price effect from costlier abatement during …

According to both the contact hypothesis and gay rights advocates, coming out to straight friends and family members should increase acceptance of homosexuality and support for gay rights. If lesbians, gay men, and bisexuals (LGBs) come out primarily to people they expect to be accepting, however, the repeated finding that people who know LGBs are more likely to support gay rights could be overstating the impact of coming out. Using individual-level data from 27 national surveys, I find that similar variables predict both knowing LGBs and supporting gay rights, but in different ways. Optimal Policy Instruments For Externality-Producing Durable Goods Under Time Inconsistency, Garth Heutel

When consumers exhibit present bias and are time-inconsistent, the standard solution to market failures caused by externalities—Pigouvian pricing—is suboptimal. I investigate policies aimed at externalities for time-inconsistent consumers. Welfare-maximizing policy in this case includes an instrument to correct the externality and an instrument to correct the present bias. Either instrument can be an incentive-based policy or a command-and-control policy. Calibrated to the US automobile market, simulation results from a model with time-inconsistent consumers suggest that the second-best gasoline tax is 18%–30% higher than marginal external damages. These simulations also suggest that social welfare is maximized with a gasoline tax set …

The main transfer instrument from the central government to local government units (LGUs) in the Philippines, the internal revenue allotment, has been criticized for: its inability to equalize sufficiently, especially regarding the poorer municipalities and provinces, and its funds not having been spent efficiently. For some time, LGUs have petitioned the Government of the Philippines to expand the funding of the IRA. However, there appears to be ample consensus that any additional funding needs to be distributed in a manner that addresses the design flaws of the IRA. Intergovernmental Fiscal Relations And Local Public Finance: What Is Next On The Reform Agenda?, Roy W. Bahl

Is China one of the world’s most decentralized countries, or one of the most centralized? In fact, it is both. On one hand, 70 percent of all government expenditures pass through the subnational government budgets. On the other hand, subnational governments have no in dependent (formal) taxing powers. The question that might be raised is whether the longer-term intention is to develop a system of local public finance that would give subprovincial governments more fiscal discretion, or whether some other structure is envisaged. Either way, the issue to consider is what specific reform packages would move China toward its goal.
