Following the 2011 elections, one of the most pressing challenges for the President, government ministries and international organizations will be boosting youth incomes and employment, especially that of high-risk youth. What kinds of programs can boost employment and incomes and reduce the risk of social instability? This report details findings from an impact evaluation of a reintegration and agricultural livelihoods program for high-risk Libe-rian youth, and draws out lessons for employment policies in 2012 and beyond. This report builds on recent IPA studies of rural conflict resolution and civic education programs, and analysis of conflict trends and patterns in Liberia. …

The 11MSP was a formal meeting of the 158 States which, as of 28 November 2011, had accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2010 Tenth Meeting of the States Parties (10MSP).

Capabilities Perception Of Well-­‐Being And Development Effort: Some Evidence From Afghanistan, Jean-Francois Trani, Parul Bakhshi, Cécile Rolland

This paper examines the relationship between capabilities, well-being and the impact of development efforts in Afghanistan. Using data from a nationally representative survey, we argue that very vulnerable groups maintain a positive perception of well-being by referring to collective values and practices. Our data suggest that deprivation of individual basic capabilities does not systematically lead to a low perception of well-being if individuals have access to other capabilities such as love and care and participation in the community affairs. Nevertheless, access to basic capabilities remains crucial in order to ensure that social norms and expectations cease to constitute constraints and …

This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. Remote Explosive Scent Tracing (REST) is essentially a survey methodology based on using dogs and rats to remotely detect landmines and explosive remnants of war (ERW). Systems similar to REST have been used in technical survey and mine clearance operations for 20 years, and have been subject to a study conducted by the Geneva International Centre for Humanitarian Demining (GICHD) since 2000.

The selection of civil society institutions (which the author refers to as strands) around which the volume is woven is interesting because it contains several novel elements in a novel combination: civil society is said to consist of philanthropy, the common good, rule of law, nonprofit and voluntary institutions, individual rights, free expression and tolerance. This book is important reading for political philosophers, doctoral students and theorists interested in the connection of civil society and philanthropy. Yet it has a number of weaknesses that are enumerated in the review.

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Heath care and public health are typically conceptualized as separate, albeit overlapping, systems. Health care’s goal is the improvement of individual patient outcomes through the provision of medical services. In contrast, public health is devoted to improving health outcomes in the population as a whole through health promotion and disease prevention. Health care services receive the bulk of funding and political support, while public health is chronically starved of resources. In recent decades, legislators and administrators have created innovative policies to reduce the demand for expensive state confinement and to supervise as many young offenders as possible in their own communities. Rights are an important facet of a democracy. One such battle for rights has been the long debate over the possible secession of Quebec, Canada’s second most populous province. Drawing on ten interviews with political elites from the Bloc Quebecois (BQ) and the Parti Quebecois (PQ), this paper investigates the sovereignty movement and their adoption of more civic based nationalist policy platforms as a means to reach out and include immigrant and minority populations. The purpose of this needs assessment is to investigate the needs, interests, and opinions of mature residents of Marshfield, Massachusetts, relating to their aging experiences and needs for age‐related services. On behalf of the Marshfield Council on Aging (COA), this assessment was conducted by the Collins Center for Public Management and the Gerontology Institute of the McCormack Graduate School at UMass Boston. After a brief, high profile debate, proposals to create a new bankruptcy framework for states dropped from sight in Washington in early 2011. With the debate’s initial passions having cooled, at least for a time, we can now consider state bankruptcy, as well as other responses to states’ fiscal crisis, a bit more quietly and carefully.
