We need this basic premise to be clear—that Mexico is facing something way beyond an organized crime threat. With this as the premise from which it starts, this congressional testimony will posit that the Mérida Initiative as it stands is too myopic in nature given the on-the-ground realities currently present in Mexico. These two contentions will herein be discussed in more detail and their merits supported by evidence from my own work and that of other area and subject specialists. Of necessity, therefore, the testimony will focus upon the broader security environment and the policy and strategic levels of analysis. …

This short essay blends traditional Mexican cartel analysis indicative of earlier Small Wars Journal writings by this author with advanced (5th dimensional) warfighting concepts. These concepts have utility for engagement with non-state (new warmaking) entities. They are being increasingly discussed now that cyberspace and ‘dual dimensional’ operations are more frequently breaking out in the Mexican conflict.

This short essay is about impression—gut feelings combined with a certain amount of analytical skill—about recent trends taking place in Mexico concerning the ongoing criminal insurgencies being waged by the various warring cartels, gangs, and mercenary organizations that have metastasized though out that nation (and in many other regions as well). The Mexican cartel debate is becoming increasingly more important to U.S. national security, however, it is also becoming ever more confused, heated, and at times downright nasty, with little agreement about what is taking place in Mexico or in other regions of the Americas, such as Guatemala, Honduras, and even this side of the U.S. border. Enough comment and critical debate has been generated by the essay Why We Should Support Democratic Revolution in the Islamic World to warrant further elaboration on the themes it contains and why support of the despotic status quo in the Islamic World is not only morally unacceptable but, more importantly for many of the Small Wars Journal readership, no longer rational from the perspective of realpolitik and purely selfish U.S. interests at home and abroad. Recent events in Tunisia, Egypt, and Yemen have caught senior U.S. policymakers off guard like a herd of deer frozen in the headlights of a big rig barreling down the highway. The State Department contingency plan now appears to be to pretend to play the middle in the media—between the democratic yearnings of the mob and the longing looks of friendly despots— while privately clinging to principals of realpolitik. Calls for democratic freedoms and reforms to be implemented in Egypt, the true center of gravity for the Arab region, are being made but they are no more than hallow exaltations.

This work is initially derived from a non-public disclosure series of early warning presentations, first delivered in September 2006, by the author on the projected terrorist use of body cavity suicide bombs against high value targets. Subsequent terrorist use of such a device, in August 2009 in Saudi Arabia by an Al Qaeda operative, has allowed for this body of research (along with post-incident analysis) to now be published in an open venue.
