Staff Of The People? Assessing Progress In Descriptive Representation Under The Obama Administration, José D. Villalobos

Over the past few decades, presidents have made some increasingly noticeable efforts to fill their administrations with a higher number of minorities. Though not yet fully representative of the general public, such advances in descriptive representation are a sign of progressive change occurring within the executive branch, with positive potential implications for the state of representative democracy and public policy. In this article, I survey the current state of descriptive representation under the Obama presidency and the extent to which the president’s policy agenda has substantively addressed the needs of historically underrepresented groups. This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization. • Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and required restaurants to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 55 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have stalled. Where Does The Buck Stop? Applying Attribution Theory To Examine Public Appraisals Of The President, Cigdem V. Sirin, José D. Villalobos

This study applies attribution theory to examine public appraisals of the president. To date, most political science research on attribution theory has focused on domestic policy and no work has considered both domestic and foreign policy domains in tandem. To fill this gap, we formulate and experimentally test a series of hypotheses regarding the level of responsibility and credit/blame that individuals attribute to the president in both policy domains across varying policy conditions. We also consider how party compatibility affects people’s attribution judgments. This article evaluates the Obama administration’s efforts towards reforming U.S. immigration detention policies. Over the past decade, immigrant rights advocates have increasingly criticized certain policies of the U.S. Immigration and Custom Enforcement (ICE) system of immigration detention, including the widespread use of private contractors, lack of proper oversight, grouping of violent criminals and non-violent undocumented immigrants (particularly minority women and children) in holding cells, and neglect of detained immigrants in need of medical attention. For much of its history, the organizational culture for academic librarians and archivists at The University of Western Ontario was primarily a culture of the practitioner. While librarians and archivists supported teaching, research and service at Western, they did not directly engage in it. As a result of grassroots efforts undertaken by members of Western’s academic community in the mid-2000s however, the potential contributions of information workers to the teaching, research and service mandate of University began to garner recognition. Illegal immigration is one of the most contentious policy issues facing the United States. This analysis seeks to address the factors that influence the persistence of immigration through illegal means and the effects of these immigrants in a receiving country. We posit the hypothesis that illegal immigration persists due to the increasingly connected networks between receiving and sending countries. In 2009 alone, over 1500 bills relating to immigration were considered by all 50 states, resulting in over 350 new laws and resolutions. Indeed, immigration policy, and particularly illegal immigration, is a salient topic for state and local policy makers and those who are responsible for implementing public policy. Project VETS Intervention Program (PVIP) – Hamilton County, Ohio In early 2010 Hamilton County, Ohio was chosen as the pilot site for a federally funded jail diversion intervention program – the project was named Project VETS Intervention Program (PVIP). The SAMHSA National Gains Center awarded the State of Ohio grant money as part of its second round of funding, which was aimed at helping the existing and increasing veteran criminally justice involved population, and their families, with a priority given to Operation Enduring Freedom/Operation Iraqi Freedom veterans who have suffered from Post Traumatic Stress Disorder (PTSD)/Traumatic Brain Injury (TBI).
