In times of drought, mandatory water restrictions are a popular option for local governments to prevent water shortages. The state of South Carolina has had mandatory water restrictions in various counties for nearly a third of the past decade. If there are heterogeneous consumers with varying marginal valuations for water, these mandatory restrictions may be economically inefficient. I calculate what welfare gains could be achieved for the state by allowing prices to fluctuate instead of imposing mandatory restrictions.
To perform this calculation, I assume a basic quadratic demand function for water with constant income elasticity. The water restrictions force all …

This study used a fifteen-question survey to identify the articulation between education of water quality practices and the willingness to implement sustainable water quality techniques on farmland according to twenty-five agricultural operations residing on the Central Coast. Questions one through eight asked respondents to indicate their agreement or disagreement with various water quality assessment tools. Questions nine through twelve asked respondents to personally rate their operation’s level of water quality management on a scale from one to ten. Questions thirteen through fifteen were open-ended questions to generate responses about demographics. Consensus was reached that the higher the level of education …

The World Commission on Dams provided an analytical overview of the cumulative effects of years of dam development. A lack of commitment or capacity to cope with displacement or to consider the civil rights of, or risks to, displaced people led to the impoverishment and suffering of tens of millions and growing opposition to dams by affected communities worldwide. However, after the WCD, little has changed for the better in terms of resettlement policies. The competing ideals of international human rights and global economic neoliberalism come into conflict when developing countries try to enforce socio-economic rights. This paper explores the intersection of economic globalization and the enforcement of 2nd generation human rights. The focus of this exploration is the right to water in South Africa, specifically the recent Constitutional Court case Mazibuko v City of Johannesburg. While a right to water can be constructed at the international level, the right disappears in the face of neoliberal development measures such as those that are instituted by democratic governments in developing nations faced with limited resources.

Factors Affecting Participation In Spot And Options Markets For Water, Ram Ranjan

In this paper, using a stylized mathematical simulation model, the participation of farmers in spot and options markets is analyzed in a two-period setting. Farmers assess the benefits from entering one of the two markets based upon anticipated water supplies in a subsequent period and relative expected profits in water and agricultural markets. Supply of water for urban use is a function of uncertain weather conditions and water demands for agricultural uses. The analysis offers insight on water market participation by deriving conditions that favor spot or options market participation. Social Norms, Social Capital And The Sustainability Of Small Scale Economies, Ram Ranjan

This paper develops a conceptual model to link social norms and social capital with key socio-ecological characteristics of small scale economies in order to derive implications for the sustainability of natural resources and survival of these economies. Specifically, the extent of punishment required to deter defection is derived as a function of group size, rewards from defection, resource stock and the risk of groundwater loss. Social norms which ordain collective participation and punishments can be endogenous, dynamic and exhibit resilience. The implication of these possibilities on the sustainability of small scale economies is also evaluated.

Technology cooperation should lower emissions remaining mindful of biodiversity, ecosystem services and livelihoods. Neutron scattering, by using deuterium labelling, revealed how intracellular water dynamics, measured in vivo in E. coli, human red blood cells and the extreme halophile, Haloarcula marismortui, depends on the cell type and nature of the cytoplasm. The method uniquely permits the determination of motions on the molecular length (Ba˚ ngstrøm) and time (pico- to nanosecond) scales. In the bacterial and human cells, intracellular water beyond the hydration shells of cytoplasmic macromolecules and membrane faces flows as freely as liquid water. It is not ‘‘tamed’’ by confinement. Chemical reactions may be controlled by either: the minimum threshold energy that must be overcome during collisions between reactant molecules / atoms (the Activation Energy, Ea), or: the rate at which reactant collisions occur (the Collision Frequency, A) (for reactions with low Ea). Reactions of type (2) are governed by the physical, mechanical interaction of the reactants. Such mechanical processes are unusual, but not unknown in molecular catalysts. We examine the catalytic action and macroscopic properties of several abiological mechanical catalysts and show that they display distinct similarities to enzymes in general. The article offers information on industrial oxygen rebreathers, an underwater breathing equipment used by divers. It states that rebreather is an electromechanical device that supply breathing gas through infusion of oxygen and reprocessing of carbon dioxide by using a chemical scrubber.
