While Singapore is not generally regarded as a welfare state, the provision of housing welfare on a large scale has been a defining feature of its welfare system. The extensive housing system has played a useful role in raising savings and homeownership rates as well as contributing to sustained economic growth in general and development of the housing sector in particular. A common explanation of immigrants' under-representation among the homeless population in Canada is that kinship and community networks act as a buffer to absolute homelessness. There are indications that immigrant homelessness is, however, increasing, suggesting that the buffering capacity of social networks reaches a limit. Further, evidence of precarious housing situations indicates that we should approach this form of housing provision with some caution. This paper draws on a larger study of housing difficulties among immigrants in Calgary to address the ways in which social capital serves a buffering role, and under what conditions it loses its ability to prevent …

Post-Earthquake Housing Recovery In Bachhau, India: The Homeowner, The Renter, And The Squatter, Anuradha Mukherji

This paper looks at post-earthquake housing recovery in Bachhau, a town close to the epicenter of the 2001 Gujarat earthquake in western India. This research examines the difference in housing recovery outcomes among homeowners, squatters, and renters in Bachhau, in order to understand why single-family homeowners and squatters were able to rebuild and improve their housing conditions whereas low-income renters continued to struggle toward housing recovery. This paper shows that communities in Bachhau did not have the resources or capacities to rebuild themselves and that appropriate public assistance was critical for housing recovery. The forty-four Fellows in the 2010 Emerging Leaders Program worked in collaboration with the Center for Social Policy at UMass Boston on their “reshaping poverty policy” initiative. The Fellows used their professional skills to analyze data and create awareness campaigns, in turn getting a deeper view of how their civic engagement can make a difference in addressing social issues that affect both businesses and communities. The Fellows examined factors that affect housing and family homelessness, working closely with three organizations, whose participation was made possible by the Hyams Foundation: Boston Tenant Coalition, Greater Boston Fair Housing Center, Homes for Families.

Affordable homeownership is a policy that is often accorded a great deal of policy attention by governments of many countries. This paper aims to examine the market implications of setting a housing price to income ratio target for a market segment by the government. The policy requires active intervention by the government with regard to the targeted sector. The paper uses a simple model of the housing market with a homeownership affordability target to derive the market implications of such targets. This paper examines the beliefs and attitudes of homeowners in two receiving communities of public housing units. Opposition to housing mobility programs is generally attributed to fear offalling property values and increased crime rates. Given the spatial and redistributive nature of the programs, this paper proposes and explores space and liberty-based ideologies as causes ofdormant opposition persisting beyond relocation. Survey data were collected from two neighborhoods where developments containing public housing were located. Results indicate that ideologies about space and liberty are important to understanding receiving community opposition as well as the extent to which members of the receiving community …

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

Housing Choice Voucher Program is the single largest housing subsidy program in the USA with the goal of poverty deconcentration and race desegregation. This study aims to identify the presence and locations of voucher holders' spatial concentration, and to investigate the factors associated with the location outcomes of voucher recipients in Cleveland from 2005 to 2009. Analyzing voucher recipients' information from Cuyahoga Metropolitan Housing Authority, this dissertation found meaningful results for the voucher program performances. Hotspot analysis indicated that location patterns of voucher recipients do not show even distribution over the study area. Additionally, voucher holders have clustered together and …

The new homelessness has drawn sustained attention from scholars over the past three decades. Definitional inconsistencies and data limitations rendered early work during this period largely speculative in nature. Thanks to conceptual, theoretical, and methodological progress, however, the research literature now provides a fuller understanding of homelessness. Contributions by sociologists and other social scientists since the mid-1990s differentiate among types of homelessness, provide credible demographic estimates, and show how being homeless affects a person’s life chances and coping strategies. Agreement also exists about the main macro- and micro-level causes of homelessness. Active lines of inquiry examine public, media, and governmental …

This paper seeks to present research that will allow education officials to identify and target individuals who are likely to drop out of high school. By simultaneously using neighborhood, housing, family, and personal factors to identify at-risk students, education officials can link students to the social programs they need to meet their individual needs. Parent’s educational level had statistically significant effect on whether students dropped out of high school. The lower the education level the more likely a student will drop out of school. Parents who are high school dropouts are more likely to earn less and their children are …

This study uses twenty-two explanatory variables and a stratified random sample of 562 housing units to estimate a hedonic pricing model for the El Paso housing market. Previous studies report that structural characteristics are more influential than locational factors in home valuation. Results obtained indicate that list price reacts more elastically to a home's structural characteristics than to its locational factors. In this study indirect evidence of the importance of international commerce in El Paso is documented. Whether the results reported are unique to a large border economy like El Paso is unknown.

The thesis contains three papers on different areas of housing study in Hong Kong. The first paper focuses on government policy in public housing privatization on housing market and its effect on the overall economy. By comparing the negative impacts of two financial crises in 1997 and 2008 on housing market, the paper tries to offer explanation for the property downturn during 1997-2003. It aims to study how a public housing privatization program would produce adverse effects on housing transactions and the economy. The second one links up the housing market and macro economy. In this article, we analyze whether the Softwood Lumber Agreement between the United States and Canada imposed significant economic costs on industries that use softwood lumber in the United States. To ascertain this impact, we use an event study. Our event study analyzes variations in the stock prices of lumber-using firms listed at the major stock markets in the United States. We find that the news of events leading to the Softwood Lumber Agreement had significant negative impacts on the stock prices of industries using softwood lumber.
