The devastating earthquake that shook the Hazara region and the Azad Kashmir province in Northwest Pakistan on October 2005 led to a flood of donor money for reconstruction and rehabilitation in the affected areas. Three years later many people were still without adequate housing or critical public infrastructure. This is partly the result of unfulfilled government promises and the slow pace of reconstruction projects. This case study describes how a large coalition of civil society organizations (CSOs) and citizens embarked on a campaign to jump-start Pakistan’s efforts to rebuild. South Africa: Civil Society Uses Budget Analysis And Advocacy To Improve The Lives Of Poor Children, Neil Overy, International Budget Partnership

In South Africa a range of civil society organizations and coalitions have been central to post-Apartheid efforts to protect vulnerable children through social security grants. This case study describes how the persistent campaigning of these organizations has contributed to significant budget and policy changes over the last decade such as the expanded eligibility for the Child Support Grant.

Quality Of Education Reforms: The Case Of Hakielimu’S Campaign Of 2005-2007, International Budget Partnership

HakiElimu is a civil society organization in Tanzania that works to ensure that all the country’s children receive high-quality basic education. When developing its Programme Strategy for 2004-2007, HakiElimu noted improvements in enrollment levels, but identified a lack of attention to education quality. This case study describes the campaign that led to improvements in Tanzania’s schools.

Financial Management Practices And Conflict Management Styles Of Couples In Great Marriages, Amanda Marie Horrocks

This study presents findings on the financial management practices and degrees of conflict of couples in great marriages. Qualitative data from a national sample of couples in great marriages were collected using a 31-page questionnaire. Of the 81 couples who responded, 40 fit the criteria for this study in that they discussed their level of agreement about financial issues in marriage. Their responses were coded to discover which financial topics are pervasive and whether or not couples agreed over these topics. Responses about conflict were also analyzed to determine the degree of agreement between spouses in different categories. Findings from …

This paper examines the question of whether inflation targeting monetary policy is an appropriate framework for sub-Saharan African countries. The paper presents an overview of inflation targeting, reviews the justification for the regime, and summarizes some major critiques. Monetary policy responses to inflation depend on the source of inflationary pressures. Therefore, the determinants of inflation in African countries are investigated, using dynamic panel data, and the implications for inflation targeting are discussed. These issues are examined in greater detail for the two African countries which have formally adopted inflation targeting, South Africa and Ghana. The analysis is placed in the …

This study explores how aspects of the community environment might facilitate the stress-and-coping process – specifically, the protective effects of social integration and high quality neighborhoods on psychological well-being. Previous research suggests that low levels of financial stress, lower neighborhood stress, and social integration are each associated with greater levels of well-being; few studies, however, investigate these contextual variables in conjunction with one another. Data from the Notre Dame Study of Health and Well-Being were used to investigate whether (1) neighborhood stress moderates the relationship between financial stress and psychological well-being and (2) social integration mediates the relationship between neighborhood …

In a globalized neo-colonial world, an insidious and often debilitating crisis of knowledge construction and legitimation does not only continue to undermine the local and indigenous knowledge systems, but it also perpetuates a neo-colonial and oppressive socio-cultural science educational system that debilitates the social and cultural identity of the indigenous African student. As Schissel and Wotherspoon (2003: vii) argue, "Educational relations are critical elements of our humanity and sociability." This paper explores the homogenizing effects of globalization and the oppressive forces of neo-colonialism that continue to work together to privilege "western-based scientific knowledge" at the expense of indigenous knowledge systems. …

Fiscal decentralization has generated enormous interest in the past two decades. Despite some remaining skepticism regarding fiscal decentralization, many countries have adopted various forms in an effort to improve public service quality. The primary objectives of this dissertation are to understand fiscal decentralization in unitary countries, to gain information about the role of the equalization program in local finances, and to investigate local financial accountability issues in a unitary country. Three independent but linked studies were conducted to achieve the above objectives.
