The American creed of e pluribus unum--out of many, one--has proven to be an elusive aspiration for societies throughout history. Research suggests that as the diversity of a community increases, its stores of social capital decline. Yet, there exists a growing body of evidence that suggests under certain conditions, patterns of inclusion and collaboration are not only possible but predictable. Kenya exists as a legitimate nation state that is recognized by the United Nations and by other countries. This paper is an exploration of, and a response to, the following two questions: "Is there a national culture of Kenya?" and "what is the relationship between the national culture of Kenya and the 50 ethnic cultures of Kenya?" The evidence indicates that a distinct national culture of Kenya has emerged and continues to grow stronger as it simultaneously borrows from, reorganizes, and lends to, the 50 ancient ethnic cultures of Kenya. How do undemocratic civic organizations become compatible with democratic civil society? How do local organizations merge older patriarchal, hierarchical values and practices with newer more egalitarian, democratic ones? This article tells the story of how volunteer fire departments have done this in Japan. Their transformation from centralized war instrument of an authoritarian regime to local community safety organization of a full-fledged democracy did not happen overnight. A slow process of demographic and value changes helped the organization adjust to more democratic social values and practices. The International Panel on Climate Change predicts that wet places will become wetter and dry places will become dryer. Transboundary water, energy and climate coordination can occur through international consensus building.

Although numerous local, state, and federal laws and policies address water pollution, many problems remain. To address these problems thousands of groups of citizens, who are concerned with their water resources - rivers, streams, lakes, ponds, and groundwater - organized around the U.S. over the past several decades. To succeed, these community organizations need the resources and capacity to reach their goals. To gain capacity, some community organizations turn to people outside the organization for assistance.
