Spatial Analysis Of Motor Vehicle Accidents In Johnson City, Tennessee, As Reported To Washington County Emergency Communications District (911)., Katharine D. Bennett

This study spatially analyzes emergency 911 call-for-service records from January 1, 2000 through December 31, 2009 for motor vehicle accidents inside the corporate limits of Johnson City, Tennessee. Records were compared according to the land use classification for adjacent properties, roadway type, and traffic signal proximity. Data were evaluated through ArcGIS software using proximity analysis, point pattern analysis, and hotspot analysis.

Motor vehicle accidents evaluated during this study consist of accident locations reported to the Washington County Emergency Communications District concerning property damage, personal injury, and fatalities. Women tend to suffer a disproportionate amount of sexual and reproductive violence during periods of conflict, though they generally participate at a lower rate than men in transitional justice processes. Because participation is discussed in procedural justice literature as being crucial to securing feelings of justice and dignity within victims of violence, the lack of women’s participation in transitional process indicates that justice outcomes could suffer without equitable participation of women. The purpose of the study was to evaluate the continuous improvement process of the Tennessee Center for Performance Excellence (TNCP). Results of surveys conducted annually by the TNCPE from postapplicants provided data from the state award applicants. Their responses offered indicators of satisfaction among different industry sectors (education, government, healthcare, manufacturing, nonprofit, and service) with the TNCPE services (criteria booklet, feedback report, site visit policy, TNCPE staff, and team of examiners). In 1998, Florida voters approved Article V, Revision 7, which changed the funding mechanism of the state circuit court system from a county/state mix to state responsibility. The change was implemented as planned in the 2004/05 fiscal year. Although increased efficiency was a key goal of Revision 7, to date no published studies exist on the impacts of Revision 7 on circuit or system efficiency and/or productivity. The haredim in Israel are an ultra-Orthodox Jewish religious group who uphold the most conservative of Jewish laws. Instead of serving in the Israel Defense Forces (IDF) as all other Israelis do, the haredim are exempted from the IDF's policy of universal conscription. This thesis proposes three hypotheses to determine why Israel's haredim do not serve in the IDF. First, the haredim do not serve in the IDF because they do not want to; second, the haredim do not serve because they hold pacifistic political opinions; and third, the haredim do not serve because Jewish religious tradition forbids military service. …

On first of October 2006 the Ministry of Justice in Iceland launch a restorative justice pilot project. Building on the pilot project data, this thesis evaluates the implementation of restorative justice into the criminal justice system in Iceland by asking victims, offenders and other participants in police- and expert-led conferencing to answer questionnaires' relating to these two types of restorative justice practices to crime. The thesis compares its results with findings from a review conducted by Paul McCold (1998) who more than a decade ago challenged concerns on police facilitated conferencing. The security and social inequality approaches to public health present distinct answers to policy objectives relative to a pandemic. However, each approach leaves us with tough choices between the most valued objectives. I demonstrate how the networked approach, which Kettl's Rocket Science Model (RSM) exemplifies, does not leave us with such choices. Furthermore, I connect the epidemiological concepts public health practitioners apply toward communicable disease pandemics to RSM concepts. Finally, drawing on the disease parameters of a worst-case scenario influenza pandemic, I demonstrate how the networked approach helps public health practitioners expand capacity such that tough choices are unnecessary.
