The aim of this report is to address the challenge by the Little Rock School District (LRSD) that open-enrollment charter schools in Pulaski County (PC) are impeding the efforts of the three PC school districts (Little Rock, North Little Rock (NLRSD), and Pulaski County Special (PCSSD)) to become racially integrated. A key motivation for this analysis is the ongoing debate about how expanded school choice, in this case charter schools, impacts racial segregation. The following essays in public choice are concerned with two main subjects: changes in public educational quality due to competition from surrounding private schools and the settings that foster increased interest group activity and what impact that activity has on the relative economic development of US states. While these subjects may seem varied, they are both important in understanding differences in economic development.

Limited and unstable funding for education has inspired supporters of schools to seek private funds to help pay for public education. Private funds generated at the local level could also, conceivably, reinstate at least a modicum of local control of public schools. Local control, in California at least, has been minimized over the last 30 years as a result of a number of legal decisions related to equity and ballot initiatives such as Proposition 13.
