In 2009 UMass Amherst, under the direction of Chancellor Robert Holub, engaged in a Framework for Excellence initiative and a commitment to elevate the national profile of the institution. The Framework for Excellence called for the recruitment of 250 additional faculty and an increase of 2,500 undergraduate students over the next 10 years. More space and improved, state-of-the-arts facilities was recognized as key in attracting and retaining the highest caliber faculty and students.

Best Practices for Community and Environmental Protection (October 14)

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

The transportation industry faces a growing shortage of professional engineers and planners. One key strategy in solving this problem will be to encourage more civil engineering and urban planning students to specialize in transportation while completing their degrees, so that employers have a larger pool of likely recruits. However, very little is known about how these students choose a specialization. To help fill that gap, this report examines the factors that lead civil engineering undergraduates and urban planning masters students to specialize in transportation, as opposed to other sub-disciplines within the two fields. A library training workshop is an effective way to teach and expand staff skills and, in the process, create interest in new library-related procedures. Hosting a workshop presents an opportunity to cultivate shared knowledge internally, and inviting outside participation provides a forum for strengthening external relationships and exchanging ideas. This article offers a detailed look at organizing a workshop—from budgeting and selecting a trainer to registering participants and making local arrangements. Additionally, it offers practical guidance for successfully planning and organizing a training workshop that will be a rewarding experience for participants, trainer, and host.

This study used qualitative methods to assess both Russian and American opinions and views on tourism planning and development in the Mari-El Republic of the Russian Federation. Specifically, this thesis looks at Soviet-era tourism, Post-Soviet tourism, tourism opportunities and constraints, tourism planning and development, tourism promotion and marketing, and community impacts. The focus point of this study is the Sheremetev Castle in the village of Yurino on the Volga River as it is currently being developed as a tourist destination.

Reforms to planning processes in Australia have been prefaced by assertions about what 'the public' wants from a planning system. The reforms involve a familiar mix of streamlining privatism centralisation and curtailed public consultation. Despite a demonstrable lack of local government or public consultation on the reforms in New South Wales they were justified by the then Planning Minister Frank Sartor as enacting the broader community's desires about how the planning system should be reformed. This narrative focuses on three planning issues affecting the suburban residential periphery in Sydney, Australia: (i) amenity, (ii) biodiversity conservation and (iii) bushfire potential. All relate to private front and back yards, which provide key elements of the residential landscape. Embedded in the paper is the complexity of the planning system and the subsequent inconsistency between dealing with the three issues. Considerable attention is paid to local government and its changing legislative terrain. In particular, several local statutory planning instruments are investigated to illustrate this. This chapter reviews the literature on the selection of regulatory policy instruments, from both normative and positive perspectives. It first reviews the mechanism design literature to identify normative objectives in selecting among the menu or toolbox of policy instruments. The chapter then discusses the public choice and positive political theory literatures and the variety of models developed to attempt to predict the actual selection of alternative policy instruments. It begins with simpler early models focusing on interest group politics and proceeds to more complicated models that incorporate both supply and demand for policy, the role of policy entrepreneurs, behavioral and …

Purpose - This paper tests whether financial planning in Australia remains an industry or can be considered a profession Design/Method/Approach - A set of attributes of professionalism were derived from the literature-public/societal responsibility, a systematic body of theory, professional authority and ethical responsibility - sample of 78 financial planners were asked to provide attitude statements relating to professionalism as well as demographic information of their business. Findings - Evidence from the attitude statements provide by the respondents to the attributes of professionalism failed to achieve a satisfactory level of professionalism for any attribute. The current study addressed the function of representing constraints in a display that is used for the process of planning on a team level. The experimental task was a modification of a game entitled 10 Days in Africa in which the players must complete a journey through the continent of Africa. Dyads participated in the game by constructing their own planning representations, as well as collaborating with the other player. We augmented the standard Gantt chart representation of timeline events with representations for the constraints holding between adjacent events. From produce to wine, we only consume things when they are ready. The courts are no different. That concept of “readiness” is how courts address cases and controversies as well. Justiciability doctrines, particularly ripeness, have a particularly important role in takings challenges to permitting decisions. The courts largely hold that a single permit denial does not give them enough information to evaluate whether the denial is in violation of law. As a result of this jurisprudential reality, regulators with discretion have an incentive to use their power to extract rents from those that need their permission.
