The 9MSP was a formal meeting of the 156 States which have accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2004 First Review Conference and the 2007 Eighth Meeting of the States Parties (8MSP).

The 9MSP was particularly significant in the life of the Convention. It was the first meeting in which States Parties’ requests for extensions of Article 5 deadlines were considered. It was also the last opportunity …

Mine action programmes often are not linked early and strongly enough with key development actors. Despite the availability of extensive research documenting the need for greater coordination between mine action and development organisations, concrete guidance for practitioners and policy-makers on how to link mine action with development has been lacking. In response, the Geneva International Centre for Humanitarian Development has published guidelines on how to ensure mine action promotes development in mine-affected countries. The following report documents the findings and recommendations of a feasibility study commissioned by UNDP under the mantle of its ongoing support to mine action in Azerbaijan. As recommended in a 2008 UNDP outcome evaluation, the study was tasked with examining the “existing capacities of ANAMA, as well as techniques and facilities to recommend on the possibility of converting ANAMA to an International Center for Mine Action (IMC)”1.

The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluations of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers Latin America, 2002-2007.

Total EC funding for mine action in Latin America in the period 2002-2007 was about 8 million euros, roughly 2% of the EC total worldwide budget for mine action. In 2001 the Council of Ministers and the European Parliament adopted two Regulations on the reinforcement of the EU response against Antipersonnel Landmines (APL). These (referred to collectively as “the Regulation”) laid the foundation of an integrated European policy. The Regulation states the need to regularly assess operations financed by the Community and that the European Commission (EC) shall submit to the European Parliament an overall assessment of all Community mine action.
