The experiences of women who have been charged with welfare fraud in the years following the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act cast a shadow over the claim that welfare reform has been an unequivocal success. This article addresses this under-explored issue by considering the face of welfare fraud in San Diego, California after the change to federal welfare law. Wagner’s Law and Keynesian’s theory are two widely accepted yet contrasting propositions. This paper employs Granger causality test on US federal government data, from 1947 to 2002. We used aggregate data as well as disaggregate data with the sub-categories of five federal expenditures, including: national defense, human resources expenditure, physical resources expenditure, net interest payment, and other expenditure. The results of our study suggest that total federal government expenditure is more consistent with Keynesian’s theory while there are diversified causal relationships among five sub-category of federal expenditure. Asset building is a growing theme in public policy, and building assets from birth in the form of Child Development Accounts is now occurring in several countries. This paper provides an overview of the Child Development Account policies in Singapore, Canada, the United Kingdom, and Korea, and the proposed policy in the United States. The key elements of inclusiveness, progressivity, coherence and integration, and development are explicated and discussed.

We document the cumulative change in expressions of support for Social Security's social insurance ideals to privatization,from the late 1970s through 2007. Social Security's basic structure and principles generally were supported by the United States government and in amendments to the original Act of 1935. However, in the 1980s market arguments began to proliferate in government alongside pension privatization projects by international governmental organizations and conservative think tanks. Although in 1983 Commission members concluded "the Social Security system is sound in principle.. and... structure," four members wrote a supplemental statement that emphasized market rationalism. Abstract Purpose – According to one influential set of arguments, the privatization of public pensions has been informed by neoliberalism, and has thus been an integral element of a broader program of welfare retrenchment, which is inconsistent with social cohesion. The paper aims to take issue with this negative characterization of pensions privatization. Design/methodology/approach – The argument is illustrated by a cross-national comparative analysis of the principal design features of 32 mandated private pension arrangements.
