Even before the advent of welfare reform, studies of low income working and welfare dependent groups showed that low wage working women are worse off than those who combine welfare with other income sources and that most used a wide variety of livelihood strategies. Anthony Atkinson’s proposal for a participation income (PI) has been acclaimed as a workable compromise between the aspirations of unconditional basic income proposals and the political acceptability of the workfare model. This article argues that PI functions poorly in terms of a number of essential administrative tasks that any welfare scheme must perform. This leads to a trilemma of participation income, which suggests that PI can only retain its apparent ability to satisfy the requirements of universalist and client-activation approaches to welfare at the cost of imposing a substantial burden on administrators and welfare clients alike. Our understanding of the relationship between globalization and contemporary social welfare systems is heavily influenced by three conventional approaches to studying welfare reform: the political economy, moral economy, and mixed economy approaches. In addition to analyzing the strengths and weaknesses of each of these approaches, a central aim of this article is to introduce the social economy approach as an emergent alternative. Drawing from a growing body of work on institutional innovation within the European third sector, I argue that the social economy approach makes a valuable contribution to understanding the role of welfare networks in reconfiguring globalizations' impact on …
