This research describes the evaluation of the HMA programs that are funded by the Netherlands for the period 1996–2004, specifically on their embeddedness into a broader development strategy. Embeddedness is defined as the extent in which other humanitarian objectives and programs are attached, combined or integrated with HMA programs. Embeddedness has increasingly attracted attention, because landmines and ERW are a direct threat to individuals and communities, but also indirectly by being a barrier for short-term emergency interventions and long-term development efforts. At the First Review Conference of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, it was noted that while not forgetting the responsibilities to landmine victims wherever they may be, a greater emphasis must be placed on improving the quality of life of landmine survivors in the 24 State Parties which have indicated that they hold the responsibility for significant numbers of survivors. The evaluation considered technical survey activities at both the technical and strategic levels in order to assess the Cambodian Mine Action Centre (CMAC) technical survey capacity established in 2003. The assessment was conducted in four phases. The first phase was a document study which enabled the evaluation team to gain an understanding of the procedures and processes used within CMAC for technical survey.
