This paper examines whether the assertions made by key literature on capital infrastructure in Metropolitan Toronto are empirically supported based on an analysis of annual capital operations financial statements. The findings reveal that, with a few exceptions, the historical analysis of capital operations does support the assertions made by the literature on capital infrastructure.

In this article, Professor Frischmann combines a number of current debates across many disciplinary lines, all of which examine from different perspectives whether certain resources should be managed through a regime of private property or through a regime of open access. Frischmann develops and applies a theory that demonstrates there are strong economic arguments for managing and sustaining openly accessible infrastructure. The approach he takes differs from conventional analyses in that he focuses extensively on demand-side considerations and fully explores how infrastructure resources generate value for consumers and society. Military and civilian leaders have the responsibility to protect our Nation's critical infrastructure, communities, and symbols of American power from terrorists, home and abroad, as well as from natural disasters. To this end, assessments are conducted to reduce vulnerability. The literature offers multiple definitions of vulnerability and measurement has not been adequately addressed. Thus, the purpose of this research has been to develop and deploy a systems-based model that quantifies vulnerability to critical infrastructure. This paper describes the implementation of a Bluetooth Village Guide Book (VGB) scenario for use in the Kelvin Grove Urban Village located in Brisbane, Australia. An Information Point Station Network (IPSN) was developed, along with software for two types of mobile computing devices. The implementation consists of several Information Point Stations (IPSs) placed at locations of significance, with access to information items on a centralized server. Once registered, the user is given the opportunity to experience context-aware information on demand and in various multimedia formats.
