Mine action has played a role in Mozambique's achievements over the past decade by opening infrastructure networks, reducing the toll of casualties from landmines and unexploded ordnance (UXO), assisting landline survivors, and clearing hazards that posed a danger to lives and a constraint on development for many communities. As is true for most activities in Mozambique, observers with the benefit of hindsight can point to many ways in which mine action organisations and the programme overall could have done better. Appraisers are frequently faced with having to value future expected negative cash flows. This article will demonstrate that valuing negative cash flows requires a different approach from valuing positive cash flows. The concepts of valuing remediation costs, asset removal costs, and other types of functional obsolescence will be used to illustrate this concept.

The effects of severely contaminated properties (e.g. NPL sites) on residential property values are well documented. However, most contaminated sites are not so severe to warrant placement on the NPL, and little is known about the impacts to commercial and industrial property markets. Furthermore, perceptions may be developed about different types of land-uses as a result of information made public about sites placed on lists. If perceptions matter, then properties with no known contamination may be viewed as undesirable neighbors in a way similar to listed sites.
