The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, the Airline Quality Rating 2004, reflects monthly Airline Quality Rating scores for 2003. AQR scores far the calendar year 2003 are based on 15 elements in four major areas that focus on airline performance aspects important to air travel consumers.

The Airline Quality Rating 2004 is a summary of month-by-month quality ratings for U.S. airlines that have at least 1% of domestic passenger volume during 2003. Using the …

The Case For Change : A Review Of Contemporary Research On Indigenous Education Outcomes, Suzanne Mellor, Matthew Corrigan

Australian Education Review

AER 47 examines the research evidence underpinning current government policy developed over the last two decades in an attempt to improve the educational outcomes of indigenous students. It reviews and analyses existing educational research into the precursors and concomitant factors that contribute to educational achievement for students generally and for indigenous students in particular. It argues that current policy is insufficiently underpinned by substantive research, and that changes should be made, both to research methodology and to policy content.

Universal health coverage has become the Mount Everest of public policy in the United States: the most daunting challenge on the political landscape. But, despite numerous attempts, all efforts to achieve universal health care have failed. The “polluter pays” principle in environmental law assumes that the actor would reduce or avoid adverse effects of his actions if he had to bear the consequences of those actions (internalization of effects). Such internalization can generally be done in two ways: either by avoiding or eliminating the harmful effects or by wearing the financial consequences of the injury. It is therefore on the one hand to have an incentive effect, on the other to a compensatory effect.
