Cyber Warfare is widely touted to be the next generation of warfare. As America's reliance on automated systems and information technology increases, so too does the potential vulnerability to cyber attack. Nation and non-nation states are developing the capability to wage cyber warfare. Historically, the Air Force and DoD have concentrated their efforts toward defensive network operations. However, a shift in doctrine has shown both the Air Force and DoD acknowledging the potential for Information Warfare. The goal of this research was to investigate the impact of change on organizations, in the absence of a preparedness program and to develop strategies for overcoming resistance to change, in the midst of a proposed initiative that has become stalled as a result of mistrust and cynicism. The results of this research suggests a framework of management techniques that will offer leadership approaches to resurrecting a stalled change initiative and overcoming personnel's resistance to a proposed change project, in order for the project to be more widely accepted. Organizations cannot protect the integrity, confidentiality, and availability of information in today's highly networked systems environment without ensuring that System Administrators are properly trained and meet a minimum standard that is enforced enterprise-wide. Only with this ubiquitous benchmark training, will the System Administrators roles and responsibilities become synchronous to achieving Defense in Depth in the IT realm. Hyperspectral imaging systems passively sense radiant electromagnetic energy from a remote scene to form a three dimension profile of the remote scene. The data contained in this profile describes real images of the remote scene for a certain number of spectral wavelength bands across a finite spectral range of electromagnetic radiation. Typical grating type hyperspectral imaging systems collect spectral electromagnetic radiation in the visible and near infrared spectral range, by incrementally scanning across the spatial extent of the remote scene. Billions of dollars have been wasted on failed information system (IS) projects over the last decade in the private and public sectors. More specifically, the tri-service environment of the U.S. military has not implemented a single successful geospatial IS (GIS). The lack of a service-wide insertion process for GIS was cited as the most significant cause for military GIS failures. GeoBase represents the USAF's most recent GIS implementation. The GeoBase program focuses on Information Resource Management (IRM) and cultural issues. The majority of the Air Force s stateside utility systems are old, obsolete, and unreliable. The cost to upgrade and repair these systems is currently estimated at over $4 billion. In response, the Air Force began efforts to convey ownership of these utility systems to the private sector through privatization efforts. The United States is heavily dependent on fossil fuels to produce electricity. Renewable energy can provide an alternative source of energy for electricity production as well as reduce fossil fuel consumption. The executive agencies in the U.S. must also reduce greenhouse gas emissions by 2010 based on 1990 emission levels as directed by Executive Order. The forces at play in reconstruction operations are a complex system of time phased interlocking cause and effect relationships that are not thoroughly understood. A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. This research effort demonstrates the viability of using systems dynamics modeling techniques to simulate the establishment of public order and safety in a post-conflict reconstruction operation (Phase IV operations). There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. As part of a larger intelligence process, more detailed analysis becomes critical to determine what portions need to be improved. Social network analysis focuses on modeling and understanding individuals of interest and their relationships. Aggregation of social networks can be used both to make analysis computationally easier on large networks, and to gain insight in subgroup interactions. Aggregation requires determining appropriate closely knit subgroups as well as choosing a measure or measures to represent the network data. This thesis provides the analyst with several techniques for using aggregation to analyze the characteristics of social networks. This research investigated the armed services current uses of GIS, and asked the question whether or not a joint GIS program could benefit the DOD. An information technology implementation model was presented as a framework to implement a joint GIS program. It was found that all four armed services use GIS for forward deployments. The Army has its Combat Terrain Information System (CTIS). The Navy's digital nautical charts are a GIS. The Marine Corps has created their Geographically Linked Information Display Environment (GLIDE) program, which is similar to a map repository. Finally, the Air Force has its GeoBase program for …

This thesis explores the use of supply chain management techniques to overcome the barriers encountered by logistics managers during humanitarian relief operations. Using grounded theory methodology, barriers were analyzed based on academic, organizational, and contemporary literature. Possible solutions to these barriers were selected from available supply chain management literature.
