Some Effects Of Imf Lending Programs In The Mena Countries, Jorge Martinez-Vazquez, Wasseem Mina

The goal of this paper is to examine whether IMF lending programs in the MENA region lead international lenders to perceive lower lending risks and generate moral hazard as reflected in a shift in the maturity composition of international debt toward long-term debt flows. We find that IMF credit in general generated moral hazard in MENA after the IMF large-scale rescue package to Mexico.

Grandparents As Family Caregivers: Lessons For Intergenerational Education, Nancy P. Kropf, Denise Burnett

The number of grandparents who have responsibility for raising grandchildren has increased dramatically over the past several decades. From an educational perspective, content on custodial grandparents can promote an increased interest in, and understanding of, the complexities of aging by stressing the intergenerational aspects of this family form. This paper describes the growing population of custodial grandparents, and the larger socio environmental contexts of these families. In addition, it highlights instructional approaches for including content on grandparent-headed families within didactic and experiential courses.

Using the Minnesota Multiphasic Personality Inventory and the Millon Clinical Multiaxial Inventory, we assessed the psychological functioning of U.S. Air Force veterans exposed to Agent Orange and its contaminant, 2,3,7,8-tetrachlodibenzo-p-dioxin (dioxin), during the Vietnam War. Index subjects were veterans of Operation Ranch Hand (N = 1,109). Comparisons (N = 1,493) were U.S. Air Force veterans not involved with spraying herbicides. We found few consistent psychological abnormalities associated with serum dioxin levels. Ranch Hand veterans with higher dioxin levels showed some difficulties in anxiety, somatization, depression, and a denial of psychological factors. However, those with background levels also showed indications of …

Brothers Gedeon and Jules Naudet were within two blocks of the World Trade Center (WTC) on the morning of September 11, 2001 when terrorists flew hijacked planes into the WTC towers. Both brothers had cameras with them, as they were engaged in shooting a documentary film about firefighters at the time. As a result, they captured unique footage from the area, including the only images from inside Tower 1, where firefighters were trying to get a handle on the situation. The footage includes sounds of falling bodies and scenes of firefighters trying to escape from Tower 1 after Tower 2 …

More cautionary positions are represented in the editorial comments of L.L. Thurstone and W.W. Charters. In 1930, Thurstone wrote in the Journal of Higher Education that academic freedom needed to be guarded. He broadly referred to cases when he argued for a defense of academic freedom by involving the “Association of University Professors” and having the organization effectively censure colleges and universities that encroached on academic freedom. We suggest that the phenomenon of uncertainty monitoring in nonhuman animals contributes richly to the conception of nonhuman animals’ self-monitoring. We propose that uncertainty may play a role in the emergence of new forms of behavior that are adaptive. We recommend that Smith et al. determine the extent to which the uncertain response transfers immediately to other test paradigms.

An increasing number of colleges and universities throughout the world are adopting electronic theses and dissertations (ETDs) as either an option or a requirement for graduate degrees. This movement has resulted in questions about the role of these electronic documents in the world of scholarly communications and publishing. One specific question raised by students and their faculty advisors has been whether or not ETDs would be viewed as prior publications and would, as such, be ineligible for consideration for publication in traditional journals. With the increasing number of older adults, social work students need to be prepared to work with this population in a variety of settings. Rural areas may have high concentrations of older adults including those who age-in-place, and those who relocate to retirement areas in small towns and rural communities. Within the curriculum, content on health care, economics, and leadership/decision making need to be included to prepare students for practice in these areas. In addition, programs need to actively seek students who have an interest in working within more rural practice settings.

Women constitute the majority of the Rwandan population and labour force, particularly in agriculture, but have faced substantial constraints on their participation in the economy and society. The discriminatory laws and practices in education, employment, inheritance and finance have marginalized women. Consequently, the majority of women in Rwanda remain poor and vulnerable. “The Rational Design of International Institutions” (special issue of IO, Autumn 2001) makes a significant contribution to the theoretical literature on international institutions. It is important, however, to recognize the limits of both the Rational Design project in its current form and the conclusions that can be drawn from the special issue about the project's usefulness and validity. This article evaluates the project on its own terms, as a rationalist attempt to explain variation in international institutions. The Rhetorical Phronimos: Political Wisdom In Postmodernity, Michael Bruner

To formulate a contemporary conception of political wisdom, this essay combines recent philosophical attacks on the rational subject with Aristotle’s notion of phronesis, or “practical” wisdom. Aristotle maintained that the phronimos is one who, through virtuous character, negotiates the uncertain political realm through the wise use of the rhetorical arts. Modern and postmodern theories, however, have profoundly complicated notions of meaning, identity and rationality, hence conceptions of knowledge and virtuous character. After a review of some of these theories, the essay concludes with a brief re-articulation of phronesis as political wisdom.

South African local governments metropolitan (category A) and district ( category C) municipalities - rely heavily on revenues from the Regional Service Council (RSC) levy. The RSC levy is not one, but two taxes: a flat rate payroll tax and a flat rate turnover tax. This levy allows local governments to tap into the broad revenue bases of payroll and gross receipts, and to generate a significant revenue flow. But the RSC levy has a legal basis that makes it almost impossible to properly administer, and as a result it fails when measured against most of the criteria for a …

South Africa's struggles with an ambitious and complex fiscal decentralization program are presented in detail in the first six chapters of this book. In this chapter, we summarize our key findings and turn to a discussion of the way forward with the assignment of powers and functions, the development of local sources of revenue, and the redesign of the intergovernmental transfer system. We give special emphasis to the interrelationships among the pieces of the fiscal decentralization system. The Uneasy Case Against Discriminatory Excise Taxation: Soft Drink Taxes In Ireland, Roy W. Bahl, Richard M. Bird, Mary Beth Walker

This study uses an empirical case study to investigate the revenue implications of reducing a discriminatory excise tax. The case study is Ireland, which provides a natural experiment because it has both imposed and removed such a discriminatory tax (on soft drinks) in the past two decades. The authors find that soft drink consumption is price elastic, income elastic, and sensitive to weather. They estimate that 30% of the amount of surrendered excise tax revenue is recaptured by the value-added tax and income tax. The remaining 70% loss is further reduced by a small reduction in welfare costs, elimination of …
