Iraq Contracts Policy Bolsters Terrorist Agenda, Thierry Warin
Thierry Warin
Paul Wolfowitz, the US deputy secretary of defence, announced on December 9 a list of 63 countries allowed to bid on Iraq reconstruction contracts. A backlash is now in evidence: Germany, France and Russia will be excluded.

The Strategic Importance Of U.S.-South Korea Economic Relations, Marcus Noland, Taeho Bark
The Strategic Importance Of U.S.-South Korea Economic Relations, Marcus Noland, Taeho Bark
Marcus Noland
Due to the still critical nature of the United States-Republic of Korea (U.S.-ROK) alliance, diplomatic and economic relations between the two nations assume larger than usual importance. This fourth NBR Special Report examines whether economic ties could diffuse conflict in other aspects of the bilateral relationship, or whether economic irritants might be a source of further bilateral tensions. In the Foreword, Stephen W. Bosworth, former Ambassador to the Republic of Korea and current Dean of the Fletcher School at Tufts University, places the importance of United States-Republic of Korea relations in the broader context of ongoing changes in Northeast Asia. …
Regulating Illicit Trade In Natural Resources: The Role Of Regional Actors In West Africa, Emmanuel Aning
Regulating Illicit Trade In Natural Resources: The Role Of Regional Actors In West Africa, Emmanuel Aning
Emmanuel Kwesi Aning
This article explores the multiple efforts that have been initiated by regional actors in West Africa, mainly ECOWAS, to regulate the illicit trade in natural resources in the context of armed conflicts. It then examines the behaviour of 'spoilers' who are able to circumvent the sanctions regime and governments' domestic regulation. The paper argues that the characteristics and multiple dynamics of the armed conflicts in West Africa have created specific opportunities for economic activities in a thriving parallel economy through the 'illicit' trade in natural resources.
Evolution Of Credit Union Philosophy, Matthew Wilburn King
Evolution Of Credit Union Philosophy, Matthew Wilburn King
Matthew Wilburn King PhD
This paper explores the history and evolution of credit union philosophy. The evolution of credit union philosophy spans nearly 150 years. It’s a story that begins in the middle of 19th century Europe as it was emerging from a long history of feudal relations and tyrannical rule that created “the miserable economic conditions of the period and the realization that people would have to take action themselves if their lives were to improve.”1 The democratic ideals that were so eloquently articulated by classical liberal philosophers such as John Locke and Thomas Hobbes began to be increasingly institutionalized during this time.

Wildlife Knowledge Among Migrants In Southern Sumatra, Indonesia: Implications For Conservation, Philip J. Nyhus, Sumianto Tilson, Ronald Tilson
Wildlife Knowledge Among Migrants In Southern Sumatra, Indonesia: Implications For Conservation, Philip J. Nyhus, Sumianto Tilson, Ronald Tilson
Philip J. Nyhus
The value of traditional ecological knowledge for biodiversity research and conservation is widely recognized. The value of wildlife knowledge provided by recent migrants is less clear. Photographs of 10 mammal species were shown to 622 individuals in communities near Way Kambas National Park in Sumatra, Indonesia, to assess wildlife knowledge among recent migrants and to identify socio-economic variables that can be used to identify more knowledgeable informants. Knowledge scores were categorized by taxonomic family, genus and species. Large, charismatic and abundant animals were identified more frequently than smaller and more secretive animals. Higher knowledge scores were significantly associated with males, …

Dangerous Animals In Captivity: Ex Situ Tiger Conflict And Implication For Private Ownership Of Exotic Animals, Philip J. Nyhus, Ronald L. Tilson, J L. Tomlinson

The risks associated with tiger attacks on people in the wild are well documented. There may currently be more tigers in captivity than in the wild, but relatively little is known about the risks of injury or death associated with owning and managing captive tigers and other large carnivores. The purpose of this study was to conduct a global assessment of attacks by captive tigers on people, with particular emphasis on cases in the United States. Our analysis of 30 international media sources and additional documents uncovered 59 unique incidents in 1998-2001 in which people were reportedly injured or killed …

Comparing The African American And The Oromo Movements In The Global Context, Asafa Jalata
Asafa Jalata
The African American and Oromo movements have been anti-colonial struggles, and they have aimed to dismantle racial/ethnonational hierarchies legitimated by the ideology of racism in the hegemonic state of the United States and the peripheral and imperial state of Ethiopia.

Las Abejas: Pacifist Resistance And Syncretic Identities In A Globalizing Chiapas, Marco Tavanti
Las Abejas: Pacifist Resistance And Syncretic Identities In A Globalizing Chiapas, Marco Tavanti
Marco Tavanti
Las Abejas came to be known by the international community as the civil counterpart to the neozapatista movements and as a Christian pacifist movement. This book presents the voices of Las Abejas and of numerous collaborators alongside an innovative theoretical analysis of the dynamics of identity construction. The uniqueness of this study is the analysis of the role of international human rights observers in relation to indigenous communities in resistance. In this fascinating study, Marco Tavanti explains how cultural, religious, political, human rights and nonviolent frameworks combine in a syncretic identity of resistance.

Toward A Theory Of Heritage Language Acquisition: Spanish In The United States, Andrew Lynch
Toward A Theory Of Heritage Language Acquisition: Spanish In The United States, Andrew Lynch
Andrew Lynch
The sociolinguistic realities of English and Spanish, at the national and world levels, have evolved in fundamental ways since the 1960s. Traditional theoretical models of language variation, bilingualism, and language shift in the US must be reconceptualized with the post-2000 context, and Spanish language educators must respond to the contemporary demands of their profession. In this essay, I give thought to the theoretical principles of Spanish heritage language acquisition in the US in the twenty-first century.
Nationalism In Indonesia: Building Imagined And Intentional Communities Through Transmigration, Brian A. Hoey
Nationalism In Indonesia: Building Imagined And Intentional Communities Through Transmigration, Brian A. Hoey
Brian A. Hoey, Ph.D.
This article will discuss the Indonesian government’s population resettlement program to explore different ways of looking at the idea of community and community building. Transmigration settlements are both planned and intentional communities. They are planned in accordance to government priorities, which intend them to serve in the building of an imagined community – a unified nation. They are also places where settlers struggle, following their own intent, to build their own personal, everyday vision of community as a place where they feel that they belong. This article will introduce the basic history of the program and its place in the …
