The goals of the IMPACT project are “to improve access to and delivery of human services for low-income residents, strengthen community planning and resource allocation, and enhance understanding of data on homelessness can be gathered and aggregated on local and national levels to accurately capture the scope of the problem and the effectiveness of efforts to ameliorate it.”

Five years ago, very few people would have believed that it was possible to end homelessness for the most marginalized Americans. Today, the idea that we can end the cycle of homelessness and institutionalization for vulnerable Americans is so mainstream that the Bush administration declared in its 2003 budget proposal that it considers “ending chronic homelessness in the next decade a top objective.” The key to this turnaround in thinking is supportive housing, an approach that is both smart and compassionate” according to a recent editorial in the New York Times. Homelessness affects the lives of an increasing number of children in Dublin. Research by Focus Ireland indicated that 1,262 children were living with their parent(s) in Bed and Breakfast (B&B) emergency accommodation in 1999 (Houghton & Hickey, 2000). More recent figures from the Northern Area Health Board (NAHB) Homeless Service show that 20% of first time referrals to emergency accommodation in the past year were families with 827 children.
