This report covers the findings, conclusions, and recommendations of a mission from the Geneva International Centre for Humanitarian Mine Action (GICHD) on behalf of the UNDP-Croatia and the Croatian Mine Action Centre (CROMAC) undertaken from 11-15 November 2002. The purpose of the mission was to assess the relevance and effectiveness of the methods used to develop the pilot County Mine Action Plan (CMAC) in Croatia.

The United States (U.S.) Department of Defense (DoD) Humanitarian Demining Programme has four explicit goals:

1. TO ASSIST HOST NATIONS IN ESTABLISHING LONG-TERM, SUSTAINABLE, INDIGENOUS HUMANITARIAN DEMINING PROGRAMMES;

2. TO EXPLOIT THE SYNERGISM BETWEEN THE DOD HUMANITARIAN DEMINING PROGRAMME AND OTHER SIMILAR INTERNATIONAL, REGIONAL AND U.S. EFFORTS;

3. TO ESTABLISH A COMPREHENSIVE APPROACH TO PROVIDING THE APPROPRIATE EQUIPMENT, TECHNICAL DATA, AND OTHER SUPPORT TO CONDUCT MINE AWARENESS AND MINE CLEARANCE TRAINING PROGRAMMES AND, WHENEVER POSSIBLE, EQUIPMENT FOR NEWLY TRAINED PERSONNEL TO THE FIELD; AND

4. TO SUPPORT U.S. FOREIGN POLICY AND SECURITY INTERESTS.

The Cambodia Mine/UXO Victim Information System (CMVIS) is an organisation of the Cambodian Red Cross (CRC) and Handicap International (HI) established to provide the continuous and systematic collection, analysis, interpretation and dissemination of information about mine and UXO casualties in Cambodia.

This evaluation of the CMVIS was conducted by an external consultant, Steven Mellor, during September 2002 under the supervision and at the request of Handicap International Belgium. This dissertation sets out to assess how the global community has dealt with landmines and the damage they are having on the population. The study analyses the development of two programmes in particular in Cambodia and Mozambique - and then considers the influences that culture and organisational structure have on those organisations. Taking these lessons, the study analyses the best methods of implementation and recommends a number of areas worthy of consideration in the development of future mine action organisations.

Recent and coming organisational changes will have significant implications for the role of the Croatian Mine Action Centre in mine-risk education.The withdrawal of ICRC support for the Croatian Red Cross will have major implications for the development, delivery and implementation of MRE programming. The Ministry of Education faces substantial changes in its implementation capacity. These and other findings were the result of this evaluation.

When first established by the Slovenian government in March 1998, ITF was to assist Bosnia and Herzegovina in solving its landmine problem, and help surviving landmine victims with physical-social rehabilitation and reintegration. However, as BiH was not the only country in the region affected by landmines (see Mine and UXO threat in SE Europe), it was only fair to spread its operations to all other mine-affected countries in SE Europe as well. Presently, ITF is working in Albania, Bosnia and Herzegovina, Croatia, Macedonia and Serbia and Montenegro.

JMU's Mine Action Information Center (MAIC) held a workshop on May 13-14, 2002 to examine issues related to landmine victim data collection. The U.S. Department of State, Office of Humanitarian Demining Programs was the sponsor of the two-year long casualty database project conducted by the MAIC, of which the workshop was the culminating phase. Based on its research and the workshop activities, the MAIC has developed a list of "action items" which it recommends to improve the collection and management of landmine casualty data.
